No prices are the same, water prices are calculated according to a progressive scale
According to the principle in Article 51 of Decree 117/2007/ND-CP, clean water prices are calculated based on:
Cost of clean water production and distribution, including maintenance and repair of water supply systems;
Apply a step pricing mechanism to encourage water saving and ensure fairness between consumption levels.
Most provinces and cities currently apply progressive price charts according to each consumption level. For example ( Reference level):
010m3: 6,000 VND/m3
1120m3: 7,000 VND/m3
2130m3: 8,500 VND/m3
Over 30m3: 15,000 VND/m3
Note: Prices will increase gradually according to the amount of water consumed. If using 15m3, then:
10m3 first to calculate price, level 1,
5m3 is then priced at level 2.
This is the point that makes the total water bill of the two households in the same area different, even though the difference in the amount of water used is not large.
Depending on the user and population, the price of clean water will be different
According to current regulations, clean water is divided into many price groups according to the purpose of use, such as:
Households (operative)
Industrial production
Service business
Career administration
Of which, the water price for households is the lowest. However, for households with many people but only register for one water meter, the consumption will exceed the norm faster, causing the bill to skyrocket because it "exceeds the scale".
If the water supply unit records the index incorrectly, leading to a longer time for recording invoices than usual (for example: 3540 days), the total amount of water in the period will also increase, and it is easy to push people to higher price levels, causing the water bill to increase unexpectedly.
Who decides on water prices?
According to Decree 85/2024/ND-CP, the retail price of clean water is decided by the provincial People's Committee, based on the price bracket issued by the Ministry of Finance and the price plan proposed by the water supply unit. Each province has its own price schedule, people can look up on the website of the Department of Finance or the water supply unit.
People need to note:
Check the clean water price list at the place of residence;
Monitor the number of m3 consumed monthly to avoid excess;
Register the correct number of people using water;
When there are suspicions of unusual invoices, it is necessary to immediately report them to the water supply unit for re-examination.
