The Ministry of Defense has just issued Circular No. 19/2025/TT-BQP guiding the implementation of policies and regimes for objects under the management of the Ministry of Defense in the organization of the apparatus.
In Article 8 stating conditions and calculation of policies for cases of not adequate age and re -appointment; eligible for the age of re -election, re -appointment or participating in the Party committees at the Party Committees to end their activities but wish to retire before the age.
Regarding conditions of policies and regimes:
Officers, professional military personnel, defense officers, and cipher workers of the Government Cipher Committee, as for military personnel specified in Clauses 1 and 4, Article 2 of this Circular holds the positions and titles under the structure of participating in the Party committees and members in charge of the inspection committee of the same level but is not eligible for re -election and re -appointment of the new term commission.
At the same time, the time of work is from the date of organizing the Congress to the expiry date of the highest age or the age of retirement according to the guidance at Points a and b, Clause 5, Article 5 of this Circular is over 6 months or more.
Subjects at Point a of this Clause are eligible for the re -election age and re -appointment of the new term to have the time of work from the beginning of the meeting to organize the Congress from the full 30 months to 60 months; In special cases, from full 12 months to less than 30 months, the expiry of the highest service age or to the retirement age according to the instructions at Point a, Point b, Clause 5, Article 5 of this Circular but because of the arrangement of the committee personnel, it is the desire to retire and be agreed by the competent authority.
Subjects specified in Clauses 1, 2, 4 and Clause 5, Article 2 of this Circular are participating in the Party committees at the Party Committees (5 -year term) to end the activity, consolidate the organization of the apparatus to 5 years (60 months) or less, the expiry of the highest service age or to the retirement age at point a, Point b, Clause 5, Article 5 of this Circular, have the aspiration to retire before the National Party Committee to arrange the National Party Committee at the National Party Committee. XIV of the Party and agreed by the competent authority.
Regarding the calculation of the regime, the subjects specified in Clause 1 of this Article are eligible for retirement before the age entitled to the regimes prescribed in Clause 8, Article 1 of Decree No. 67/2025/ND-CP.
In particular, the subsidy regime for the number of years of early break and the allowance regime over time with the compulsory social insurance premium with the case of age is from full 2 years to 5 years to the age of age at Point a, Point b, Clause 5, Article 5 of this Circular complies with the instructions at Point b, Point c, Clause 1, Article 6 of this Circular.
Regarding 1 -time retirement allowance for the following number of months of vacation as follows:
The retirement allowance rate 1 time = monthly salary is currently instructed in Clause 3, Article 4 of this Circular x 1.0 x The number of months early leave according to the guidance in Clause 1, Article 5 of this Circular.
Circular No. 19/2025/TT-BQP officially takes effect from 11.4.2025.
