This is the first regular meeting with voters of Ms. Bui Thi Minh Hoai after being assigned to the position of Secretary of the City Party Committee and Head of the National Assembly Delegation of Hanoi City.
At the meeting, voters of Gia Lam and Hoang Mai districts made a number of recommendations such as accelerating the progress of documents guiding the implementation of the Law on the Capital (amended); Solving the environmental pollution of rivers in Gia Lam district; Early submission of the project on rearranging administrative units of communes and wards for approval by the National Assembly Standing Committee; Early approval of important planning of the Capital to have a specific mechanism to handle traffic congestion and flooding issues, etc.
Responding to voters' petitions, Vice Chairman of the Hanoi People's Committee Vu Thu Ha said that Hanoi is actively coordinating with ministries, branches and central agencies to advise on documents guiding the implementation of the Law on the Capital (amended). With the content under the authority of the city, the People's Council will consider and approve, creating conditions for the implementation of the contents of the law that will take effect from January 1, 2025.
Regarding the issue of administrative unit arrangement, according to Ms. Ha, the Central agencies have come to Hanoi to survey and agree with the city's project. Currently, the work is being implemented according to schedule. It is expected that 6 new towns will be established after the arrangement. When this plan is approved, there will be a basis for the National Assembly Standing Committee to issue a resolution approving the project.
Politburo member and Secretary of the Hanoi Party Committee Bui Thi Minh Hoai affirmed that the opinions expressed by voters demonstrate their enthusiasm, intelligence and trust in the National Assembly. The National Assembly delegation will fully synthesize voters' opinions to report to the National Assembly as well as request central ministries, branches and city agencies to consider and resolve.
Ms. Bui Thi Minh Hoai said that 2024 is an acceleration year, of important significance in implementing the goals of the Resolution of the 13th National Party Congress; Resolution of the 17th City Party Congress; Resolution No. 15-NQ/TU dated May 5, 2022 of the Politburo on the direction and tasks of developing Hanoi Capital to 2030, with a vision to 2045, and is also the year to celebrate the 70th anniversary of the Liberation Day of the Capital (October 10, 1954 - October 10, 2024).
The Secretary of the Hanoi Party Committee emphasized that the city is resolutely implementing a number of tasks, such as organizing the implementation of the Capital Law; promoting the progress of key projects such as Ring Road 4 and belt routes to contribute to expanding development space, creating breakthroughs in socio-economic development. The city directed to continue promoting administrative reform, strengthening inspection, examination, citizen reception, and handling complaints and denunciations right at the grassroots level, preventing the emergence of hot spots in the area.
"The Party committees and authorities in Gia Lam and Hoang Mai need to focus on resolving urgent issues, not allowing hot spots to arise in the area right from the start, and avoiding letting issues go unresolved from the bottom up and then escalate to the district or city," said Ms. Hoai.
