Reporting to the Prime Minister and the working group, Mr. Le Minh Cuong - Director of Can Tho City Construction Investment Project Management Board (investor of component 2 project) - said that the project has 5 packages. construction and installation contracts (4 construction and installation packages and 1 traffic safety system construction package). To date, the total value of implementation of bidding packages has reached 299,239/5,985,514 billion VND, rate: 4,999% (about 13.1% slower than plan).
Regarding the sand issue, Mr. Cuong added that up to now, the project has enough sand sources for the foundation, and there is no longer a shortage of sand. According to Mr. Cuong, Tien Giang province has committed to supporting Can Tho City with 3 sand mines in the area.
The 3 sand mines allocated for project component 2 are: An Nhon mine (Cai Be district) with a reserve of about 0.912 million m3; Ngu Hiep 1 and Ngu Hiep 2 (Cai Lay district) with reserves of 1,243 million m3 and 2,598 million m3. The total reserves of the three mines are about 4,753 million m3.
The entire Chau Doc - Can Tho - Soc Trang expressway project, component 2, requires 7 million m3 of sand. An Giang province has granted a sand mine in Binh Phuoc Xuan commune, Cho Moi district with about 2.4 million m3 of sand to meet testing requirements. expressway (opened in mid-April 2024). Tien Giang province pledged to support an additional 4.7 million m3 of sand, thus giving the project enough 7 million m3 for contractors to feel secure in construction.
However, the component 2 project only has problems with relocating technical infrastructure.
Continuing the inspection trip to Chau Doc - Can Tho - Soc Trang expressway, Prime Minister Pham Minh Chinh and the working group inspected the component 3 project through Hau Giang province.
Chau Doc - Can Tho - Soc Trang expressway project phase 1 has a total length of 188.2km passing through 4 provinces/cities: An Giang, Can Tho, Hau Giang and Soc Trang. The starting point connects National Highway 91 in Chau Doc City (An Giang province) and the ending point intersects with Southern Song Hau National Highway, connecting to Tran De port path (Soc Trang province), with a total investment of 44,691 billion VND. It is expected that the entire line will be completed and put into use in 2027.
Regarding land recovery work, it has been basically completed (reaching 99%), only about 1% remains concentrated in 86 households and technical infrastructure works, especially 15 high voltage power line locations.
Regarding raw materials, the total need for foundation sand for the project is about 29 million m3. With the drastic direction of Prime Minister Pham Minh Chinh and Deputy Prime Minister Tran Hong Ha, up to now, the supply of sand materials has basically been resolved. However, exploitation capacity is still low (only meets about 30% of demand), so it is necessary to increase capacity.
Regarding construction and disbursement, the project will start construction on the first 4/14 construction and installation packages from June 2023. Cumulative construction output of the entire project reaches about 9.3% of the contract value; of which An Giang reached 20.5%, Hau Giang reached 11.9%, Can Tho reached nearly 5.0%, Soc Trang reached 2.3%.
