When electronic labor contracts (e-labor contracts) are put into a clear legal framework, the problem for businesses is no longer simply replacing paper contracts with digital contracts. The completion of the legal corridor for HĐLĐĐT is opening another step forward in the process of digitalizing human resource management at enterprises. According to Ms. Nguyen Thuy Linh, Head of Labor Policy Department, Department of Salary and Social Insurance (Ministry of Home Affairs), Decree 337/2025/ND-CP and Circular 08/2026/TT-BNV have clarified the legal value of HĐLĐĐT, conditions for participating entities as well as the role of the HĐLĐĐT Platform.

According to regulations, E-Labor Contracts are concluded in the form of data messages and have legal value as written contracts when all conditions are met. Contracts need to be identified, digitally signed, time stamped, and data message verified before being transferred to the E-Labor Contract Platform for identification and storage.

This shows that HĐLĐĐT is not simply putting a contract template into a digital environment. Behind the signing operation is the entire authentication process, ensuring data integrity and connection between multiple systems and operating objects.

From a technology perspective, Mr. Do Ke Cong, Director of the Customer Product Center for Enterprise Organizations, VNPT Group, believes that the value of electronic contracts lies in the ability to connect with human resource management processes.

Digital signature solutions and electronic contracts can be integrated and linked with the human resource management (HRM) system that businesses are using. Labor contracts are just the first step to digitize the entire management process," Mr. Cong said.

Simplifying the experience for workers

If for the human resources department, switching from paper contracts to electronic contracts is a step forward in management efficiency, then for employees, usage experience is an issue that needs to be considered.

Businesses often already have technology systems to perform electronic transactions, while many workers are not familiar with authentication and digital signing operations, especially at businesses with large personnel and diverse technology levels.

According to Mr. Cong, if previously workers only needed to receive paper contracts and sign them, now they must perform additional authentication and digital signing steps to complete the contract. Therefore, the technology behind may be complicated, but the user experience needs to be simplified.

This is also the direction VNPT focuses on when completing the HĐLĐĐT solution. The solution can be integrated with human resource management software through API, helping businesses continue to use the familiar system while the process of authentication, signing and completing contracts is carried out on a digital platform.

For employees, the process is optimized in the direction of using smartphones to authenticate and sign contracts. VNPT's electronic contract and digital signature solutions have the ability to integrate with national identification platforms such as VNeID, supporting employees to perform authentication steps more conveniently. In addition, for employees without digital signatures, they can register for free and complete the entire process on the VNPT SmartCA application quickly and perform it anytime, anywhere.

From electronic contracts to full-time human resource management

Another important requirement is to ensure the legality and integrity of the data. According to VNPT representatives, after being digitally signed by the parties, the contract is marked with time stamps, packaged with data message authentication certificates before being transmitted to the platform for identification and official storage.

With capabilities in telecommunications infrastructure, information technology, identification, digital signatures and digital platforms for businesses, VNPT aims to provide e-labor contract solutions according to a holistic model, from data of the human resource management system to authentication, signing, certification, transmission and storage.
