Article 33 of the 2025 Law on Personal Data Protection (effective from January 1, 2026) stipulates the personnel data protection force as follows:

1. Personal data protection forces include:

a) Specialized agency for personal data protection under the Ministry of Public Security;

b) Personal data protection departments and personnel in agencies and organizations;

c) Organizations and individuals providing personal data protection services;

d) Organizations and individuals are mobilized to participate in protecting personal data.

2. Agencies and organizations are responsible for designating departments and personnel who are qualified to protect personal data or hire organizations and individuals to provide personal data protection services.

3. The Government stipulates the conditions and tasks of departments and personnel protecting personal data in agencies and organizations; organizations and individuals providing personal data protection services; personal data processing services.

Thus, from January 1, 2026, personal data protection includes the above forces.
