On July 28, An Giang Provincial People's Council held the 4th session (regular mid-year session) to approve 20 submissions of important draft resolutions.
In which, it has passed the Resolution Regulating areas not allowed for livestock breeding, swiftlet farming areas and support policies when relocating livestock facilities out of areas not allowed for livestock breeding in An Giang province. Specifically, the Resolution stipulates areas not allowed for livestock breeding, support policies when relocating livestock facilities (except for swiftlet farming) out of areas not allowed for livestock breeding and swiftlet farming areas in An Giang province according to regulations.
This Resolution does not apply to cases of raising ornamental animals, raising animals in laboratories without causing environmental pollution.
The subjects of application are organizations and individuals with livestock, poultry and other animal farming activities in An Giang province. State management agencies, organizations and individuals are involved.
Regulations on areas not allowed for livestock breeding include: Historical and cultural relics, scenic areas, tourist areas, commercial and service areas, tourist spots, religious establishments, schools, hospitals, medical centers, markets, land areas used for airports, civil airports, headquarters of state agencies, political organizations; residential communities; existing industrial parks and clusters; land planning of industrial parks and clusters approved by competent authorities and other public works. Within 100 meters from the prescribed area boundaries.
The swiftlet farming area is a zone located outside a scope of 300 meters from the prescribed boundary and existing defense and security land and the defense and security land plan has been approved by competent authorities.
Organizations and individuals with livestock facilities (except swiftlet farming) built and operating before the effective date of this Resolution, operating in areas not allowed for livestock farming, are supported to relocate out of areas not allowed for livestock farming or stop operating and are supported to change careers.
Support 50% of the total cost of relocating livestock to a new location in accordance with regulations; maximum support level not exceeding 500 million VND/facility. Support 100% of training costs to convert from animal husbandry to other professions; maximum support level not exceeding 3 months of basic salary/person.
In addition, swiftlet houses that must stop operating or relocate to a suitable location according to regulations are swiftlet houses in An Giang province before arrangement that have operated after January 6, 2025 to before the effective date of this Resolution, not belonging to the swiftlet farming area of Resolution No. 28/2024/NQ-HDND.
Swallowhouses in Kien Giang province before arrangement have been operating after August 15, 2022 to before the effective date of this Resolution, not belonging to the swallow farming area of Resolution No. 22/2022/NQ-HDND.
For swiftlet houses that have been operating before the effective date of this Resolution, not belonging to the swiftlet house object specified in Clause 1 of this Article and not belonging to the swiftlet farming area specified in Article 3 of this Resolution, they must maintain the status quo, and must not be expanded; swiftlet houses located in residential areas, swiftlet houses less than 300 meters from residential areas must be implemented according to the provisions of Point d, Clause 2, Article 25 of Decree No. 13/2020/ND-CP.
