On July 28, An Giang Provincial People's Council passed a Resolution Regulating the level of support for health insurance (HI) contributions for some subjects in the province.
The subjects of application are people from near-poor households; Students; Students who are ethnic minorities; People from households engaged in agriculture, forestry, and fishery with average living standards according to the provisions of law; Non-specialized workers in hamlets, neighborhoods, and hamlets according to the provisions of law; Ethnic minorities living in communes identified as no longer belonging to areas with difficult and extremely difficult socio-economic conditions; Children from 6 years old to under 16 years old in difficult circumstances being nurtured at non-public social assistance facilities; Hamlet, neighborhood, and hamlet team leaders; People participating in activities in hamlets, neighborhoods, and hamlets in the province; Ethnic minorities living in border areas in An Giang province; Elderly people from 60 to under 75 years old living in An Giang province; HIV-infected people confirmed by competent authorities as HIV-infected or named in the list of HIV-infected persons managed by the province's HIV/AIDS prevention and control agency.

Support 100%, 70%, 50%, 30%, 10% of the contribution level depending on the subjects specified in this Resolution. A person who belongs to many subjects supported by the state budget to pay HI will only receive the highest level of support.
When the new Resolution takes effect, the following Resolutions expire: Resolution No. 287/2020/NQ-HDND; Resolution No. 18/2020/NQ-HDND; Resolution No. 16/2021/NQ-HDND; Resolution No. 15/2021/NQ-HDND; Resolution No. 01/2025/NQ-HDND; Resolution No. 09/2025/NQ-HDND; Abolishing Clause 2, Article 3 of Resolution No. 34/2022/NQ-HDND.
According to the Provincial People's Committee, through review, before arranging provincial-level administrative units, the People's Committees of An Giang and Kien Giang provinces have submitted to the Provincial People's Council for promulgation a number of Resolutions to support health insurance contributions for some subjects in the area. Policy regulations have promptly supported groups of subjects in the area to benefit from participating in health insurance, fully access medical examination and treatment services, health care, reduce financial burdens when sick, and contribute to the goal of increasing the annual health insurance coverage rate of localities.
However, the implementation of health insurance policies in the province currently still has some inadequacies and difficulties such as: Propaganda and mobilization of people to participate in health insurance is not widespread, the effectiveness is not high, the number of people participating in household health insurance is not sustainable...
In addition, the Resolutions supporting contribution levels for some subjects in An Giang and Kien Giang provinces (before arrangement) belonging to different management agencies and currently no longer in accordance with current legal documents.
The promulgation of a new Resolution to integrate, inherit and unify the policy of supporting contributions for groups of subjects, especially vulnerable subjects, in accordance with the actual conditions of An Giang province after the merger is very necessary and urgent; contributing to the effective implementation of the goal of achieving universal health insurance coverage in the area.
