Thai Binh voters proposed to invest in and build the Nam Dinh, Hai Phong, and Thai Binh railway lines connecting with the North-South high-speed railway line to facilitate socio-economic development and in line with the Government's policy on developing the economic zone of Thai Binh province.
Regarding the content of the voters' petition, the Ministry of Construction said that according to the railway network planning for the period 2021 - 2030, with a vision to 2050, the Nam Dinh - Thai Binh - Hai Phong - Quang Ninh coastal railway line is about 101 km long, with a road width of 1435mm, and an investment roadmap after 2030.
Currently, there are 2 methods of road and waterway transportation on this corridor. In which, the transport of goods is mainly by road, inland waterway and coastal.
The Nam Dinh - Thai Binh - Hai Phong - Quang Ninh expressway has been invested in and can meet the passenger transport demand by 2045.
According to the forecast results of transportation demand in the railway network planning, by 2050, the demand for railway transportation for passengers will be about 1.5 - 3.5 million passengers/year and for goods will be about 1.5 - 2.5 million tons/year.
Therefore, the Ministry of Construction believes that investment in the Nam Dinh - Thai Binh - Hai Phong - Quang Ninh coastal railway will be considered when the demand for freight and passenger transport increases.
During the time when the Nam Dinh - Thai Binh - Hai Phong - Quang Ninh railway line has not been invested in, the Government is resolutely directing investment in the high-speed railway connecting from Ninh Binh - Nam Dinh - Thai Binh - Hai Phong.
The Ministry of Construction recommends that Thai Binh province direct relevant agencies to coordinate with investors and contractors to soon complete the expressway; focus on exploiting the potential of other transportation systems, especially inland waterway transport combined with coastal sea transport, as well as the road system.
