Check retail electricity prices
According to Circular 37/2025/TT-BCT, the Professional Economic Department under the People's Committee at the commune level advises and assists the People's Committee at the commune level in performing the function of state management of industry and trade in the locality (and other areas accordingly guided by the Ministry of Industry and Trade).
In particular, the Commune-level Economic Department is responsible for disseminating regulations on electricity selling prices for students and workers renting houses for living. Conduct inspections, supervision, and periodic reports on the implementation of retail electricity prices at rental locations under management in accordance with regulations and handle violations according to the provisions of law.
Currently, retail electricity prices are implemented according to Decision 1279/QD-BCT dated May 9, 2025 until a new Decision is issued from the Ministry of Industry and Trade.
Duties and powers of the Commune-level Economic Department for Industry and Trade
According to Article 6 of Circular 37/2025/TT-BCT, all 19 tasks and powers of the Commune-level Economic Department on Industry and Trade are as follows:
(1) Submit to the People's Committee at the commune level: Draft resolution of the People's Council at the commune level (if any), Draft decision of the People's Committee at the commune level related to the industry and trade sector under the management of the department; program and measures to organize the implementation of state administrative reform tasks in the industrial and trade sector.
(2) Submit to the Chairman of the People's Committee at the commune level: draft decisions and other documents under the authority of the Chairman of the People's Committee at the commune level according to the assignment.
(3) Organize, guide and implement policies to encourage collective economic organizations and private economic sectors to invest in industrial and trade development, expand production, business, and circulate goods in the area...
(4) Advising the People's Committees at the commune level to carry out state management of industrial clusters in the area according to the Government's regulations on management and development of industrial clusters and other relevant laws.
(5) Chair and advise the People's Committees at the commune level on developing and submitting for promulgation a work promotion plan in accordance with local laws and conditions; advise competent authorities to ensure capital from local budgets to organize work promotion in the area.
(6) Advising the People's Committees at the commune level in implementing state management on consumer rights protection according to the provisions of law.
(7) Advis the People's Committees at the commune level to carry out state management of chemicals, industrial explosives, and food safety in accordance with the provisions of law and according to the assignment, decentralization or authorization of competent authorities.

9. Propagate regulations on electricity prices for students and workers renting houses; conduct inspections, supervision, and periodic reports on the implementation of retail electricity prices at rental locations under management according to regulations and handle violations according to the provisions of law.
10. Organize the implementation of legal documents, plans and plans after being approved; inform, propagate, disseminate and educate on trade laws; monitor the implementation of trade laws.
11. Assist the People's Committees at the commune level in implementing and being responsible for the appraisal, registration, and issuance of licenses under the responsibility and authority of specialized agencies according to the provisions of law and according to the assignment, decentralization or authorization of the People's Committees at the commune level.
(12) Assist the People's Committees at the commune level in state management of collective economic organizations, private economic organizations, associations and non-governmental organizations operating in the field of industry and trade in accordance with the provisions of law.
(33) Organize the application of scientific and technological advances; build information and storage systems to serve state management and professional expertise of the Department of Economics or the Department of Economics, Infrastructure and Urban Areas.
(14) Carry out information work, periodic and surprise reports on the implementation of assigned tasks according to the regulations of the People's Committee at the commune level and the Department of Industry and Trade.
15. Monitor and inspect organizations and individuals in implementing legal regulations on Industry and Trade; receive citizens, resolve complaints and denunciations; prevent and combat corruption and waste according to the provisions of law and assigned by the People's Committees at the commune level.
16. Manage the organization of the apparatus, job positions, civil servant positions, civil servant rank structures, implement salary regimes... for civil servants under the management scope according to the provisions of law, according to the assignment of the People's Committee at the commune level.
(17) Manage and be responsible for finance and assets assigned according to the provisions of law and decentralize management of the People's Committee at the commune level; assist the People's Committee at the commune level in managing market infrastructure assets according to the provisions of law.
18. Perform other tasks and powers according to decentralization, authorization, and division of authority of competent authorities according to the provisions of law.
(19) Perform other tasks assigned by the People's Committee at the social level and in accordance with the provisions of law.
