Focus on site clearance for large projects
According to a report by the People's Committee of Chuyen My commune, before July 1, 2025, the locality had completed site clearance of 106,425.2m2, reaching more than 98% of the total area to be recovered. After this time, the unfinished area remaining is 1,916.6m2, mainly residential land and public land, the Commune People's Committee continues to direct professional departments and divisions to strengthen propaganda and mobilization, and at the same time fully apply legal regulations, complete site clearance of 10 more residential land plots and 1 public land plot, and implement timely and proper compensation payments.
For the remaining complex cases related to traffic safety corridors, resettlement and the coordination of some households, Chuyen My commune proactively reports and proposes to the City People's Committee and departments and branches to remove obstacles. The locality is determined to apply measures according to its authority, not to let prolonged bottlenecks arise, striving to complete site clearance and hand over clean ground to the investor in the first quarter of 2026, contributing to ensuring the overall progress of the project.


With the high-speed railway project on the North-South axis being a particularly important national infrastructure project. In Chuyen My commune, the route passes through a length of about 10.6km, with a total planned recovered area of about 45.3ha, related to 1,366 land plots belonging to 27 map sheets, spread over 15 villages.
The volume of site clearance of the project is very large, the land structure is diverse, mainly rice land, rural residential land, cemetery land, aquaculture land and infrastructure land, specialized land.
Clearly recognizing the complexity, right from 2025, Chuyen My commune has proactively established a Land Clearance Steering Committee, a Propaganda and Mobilization Working Group; and at the same time issued decisions assigning the task of representing investors for a number of resettlement and land clearance projects, showing a spirit of readiness, not waiting for work.
Along with organizational work, the commune promotes propaganda on project investment policies in meetings, Party cell meetings, through village heads and grassroots officials. The commune has organized conferences to announce legal documents, disseminate policies on compensation, support, and resettlement to organizations, households, and individuals whose land has been recovered.
On that basis, the Commune Infrastructure Investment Project Management Board implemented 4 component projects, in which the focus is on collecting land dossiers and preliminary inventory. Many villages achieved a high dossier collection rate, even completing 100%.
Do not let "bottlenecks" arise
In parallel with large projects, Chuyen My commune pays special attention to site clearance for people's livelihood projects and new rural areas. Recently, the Commune People's Committee organized coercive handling of violations and land recovery for the household of Ms. Nguyen Thi Hue (Gie Ha village) to serve the project to upgrade provincial road 428A. This household violated illegally pouring foundation within the protection scope of irrigation works, despite being propagated and mobilized many times.
Before the request to clear the ground, the Commune People's Committee organized coercion, resolutely cleared violations, and ensured project progress.

Previously, through propaganda and mobilization, Ms. Pham Thi Huyen's household (Co Chau village) voluntarily dismantled illegal constructions on public land. These ways of doing things clearly show the resolute but flexible viewpoint of the commune government: Mobilization and persuasion are the main, but do not condone violations, ensuring legal discipline.
Vice Chairman of Chuyen My Commune People's Committee Vu Van Huu said that site clearance is a key political task, throughout the direction and administration of the commune Party Committee and government, especially for key infrastructure projects that have spillover effects on local socio-economic development.
Right from the beginning of the term, the commune has agreed on the viewpoint of not avoiding difficulties, not allowing prolonged bottlenecks to arise in site clearance work; things under their authority should be resolved thoroughly, and contents beyond their authority should be proactively reported and proposed promptly...
According to Vice Chairman of Chuyen My Commune People's Committee Vu Van Huu, the most important experience is to do a good job of land management right from the grassroots level, assigning specific responsibilities to each official and each village. At the same time, publicize and transparently implement policies on compensation, support, and resettlement so that people understand, agree and supervise.
