However, the Delegation of National Assembly Deputies of Hai Phong city proposed to study expanding the compensation period to a maximum of 12 months to create more favorable conditions for older workers, especially those who have a long period of social insurance participation but still lack a short period of time before meeting the conditions to receive a pension.
Regarding this suggestion, the Ministry of Home Affairs said it did not accept it.
According to the Ministry of Home Affairs, the regulation allows employees or relatives to pay once for a maximum period of 6 months to handle cases where only a very short period of time is missing to be eligible for monthly pension or survivor's allowance, while still ensuring the principle of regular and continuous social insurance participation according to the principle of contribution - benefit.
The Ministry of Home Affairs believes that expanding the one-time payment period to a maximum of 12 months will increase the scope of exceptions to the policy, no longer limiting it to handling cases close to the threshold of eligibility for benefits.
According to the drafting agency, this regulation may also reduce the incentive for employees to maintain the process of continuously participating in social insurance, creating a psychology of delaying or accepting interruptions in participation for a long time due to the mechanism of compensation when nearing the conditions for enjoying benefits. This is not consistent with the goal of social insurance policy, which is to encourage employees to participate regularly and continuously and ensure the strictness of the principle of contribution - benefit. Therefore, the Ministry of Home Affairs maintains the regulation as in the draft.
