Voters in Noi Bai, Trung Gia, Vinh Tuy, Lang, Tay Tuu wards proposed that the City People's Committee continue to promote measures to control air pollution, in which focus on limiting vehicles with high emissions and soon study and expand the scope of low emission zones.
Answering this issue, the Hanoi City People's Committee said that regarding the content "Continuing to promote control to limit vehicles participating in traffic with high emissions and soon expand low emission zones", on November 26, 2025, the Hanoi City People's Council issued Resolution No. 57/2025/NQ-HĐND on regulations on implementing low emission zones in Hanoi city. Which stipulates the progress and roadmap for deploying low emission zones in the City.
On January 4, 2026, Hanoi City People's Committee issued Decision No. 01/2026/QD-UBND regulating the operation of road vehicles in Hanoi city.
Hanoi City is implementing QCVN 85:2025/BNNMT - National technical regulation on emissions of cars participating in road traffic.
At the same time, prepare facilities and infrastructure to implement QCVN 99:2025 - National technical regulation on emissions of motorbikes and mopeds participating in road traffic, according to the roadmap issued by the Government.
The City People's Committee has assigned the Department of Agriculture and Environment to preside over and coordinate with the Department of Construction to develop a low-emission zone project in Ring Road 1, expected to be piloted from July 1, 2026.
