On June 20, information from the Nghe An Provincial Party Committee said that Mr. Nguyen Khac Than - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Nghe An province - had just inspected the field, directed to remove difficulties and accelerate the progress of the Cua Lo Deep-Water Port project in Hai Loc commune.
According to reports, after starting the project, the investor mobilized vehicles, machinery, and equipment to deploy bomb and mine clearance, drilling piles, building concrete mixing stations, service roads, energizing 35kV power lines, peeling organic matter and leveling the rear area.
The project has also completed topographic, geological, hydrological surveys and models for calculating siltation and alluvium.
Regarding site clearance, the locality has basically completed compensation and site clearance for nearly 18/32ha. Phase 1 has developed plans for 163/163 households, paid to 161 households. Phase 2 has developed plans for 136/137 dossiers, paid to 133 households. Currently, there are still 3 households that have not agreed on the area or inheritance division.

The People's Committee of Nghe An province has allowed the recovery of 32 agricultural land plots outside the project boundary with an area of 5,530m2; assigned investors to prepare dossiers to put 13 residential land plots, with an area of 6,338m2, into the project boundary and agreed to convert the land plot planned for auction to resettlement arrangement.
At the site, the investor and departments and branches reported some difficulties related to material sources for the project, environmental impact assessment reports, feasibility study reports and obstacles in site clearance work.
Secretary of the Nghe An Provincial Party Committee Nguyen Khac Than assigned the Department of Agriculture and Environment to preside over advising the Provincial People's Committee to approve the dredged material receiving area on the shore, the dumping location at sea; organize appraisal of the environmental impact assessment report, create a basis for approving the feasibility study report and assign the sea area.
The Southeast Economic Zone Management Board is requested to urgently guide and appraise the adjustment of the detailed planning of the port rear area from 18.76ha to 32ha; and at the same time act as a focal point to urge agencies to perform tasks on schedule.
The Secretary of the Nghe An Provincial Party Committee also requested the investor to complete the feasibility study report, construction drawing design, environmental and maritime dossiers; proactively source materials, mobilize equipment and organize synchronous construction, ensuring the committed progress.
For Hai Loc commune, Provincial Party Secretary Nguyen Khac Than requested to focus on thoroughly handling households that are still facing problems, and soon hand over land to investors; urgently develop compensation plans for 32 agricultural land plots outside the boundary; coordinate to complete dossiers to adjust 13 residential land plots to the project boundary and deploy resettlement areas.
The project to invest in the construction and business of Cua Lo Deep-Water Port was started on December 19, 2025 in Hai Loc commune, Nghe An province, invested by International Transport Development Investment Joint Stock Company. The project has a scale of receiving ships with a tonnage of 50,000 - 100,000 DWT, a port rear area of 32ha, a total investment of about 9,000 billion VND, including a breakwater. When completed, the project is expected to contribute to the formation of a large logistics center of the region, creating a sea gateway for Nghe An, the North Central region, Laos and the Northeast of Thailand.
