Technical traffic opening of the longest component project in the North - South Expressway

The Quang Ngai - Hoai Nhon Expressway, with 88 km, is the longest project among the North - South Expressway component projects, officially opened to technical traffic on the morning of December 19.

On the morning of December 19, the Ministry of Construction coordinated to organize the inauguration and technical opening of the Quang Ngai - Hoai Nhon Component Project under the North - South Expressway Construction Project.

This is one of the key traffic projects in a series of 234 projects and works across the country that simultaneously started construction and were inaugurated on December 19 with a total investment of more than 3.4 million billion VND.

The Ministry of Construction said that with the goal of synchronizing the North - South expressway in the East, enhancing connectivity with economic and political centers, key economic zones and industrial parks, especially key economic regions of the country, the National Assembly approved the investment policy for the North - South expressway construction project in the East for the period 2021 - 2025 in Resolution No. 44/2022/QH15 dated January 11, 2022.

The project consists of 12 components, with a total length of 729km, of which the Quang Ngai - Hoai Nhon component project is 88km long. This is the longest section, the largest in scale and the most requiring techniques among the 12 component projects of the North - South Expressway.

After nearly 3 years of implementing construction with the highest determination, promoting the spirit of "overcoming the sun and overcoming the rain", Project Management Board 2, Joint Venture of Contractors: Deo Ca Group Joint Stock Company, Dacinco Construction Investment Company Limited, Truong Long Joint Stock Company has completed the project that meets the technical traffic conditions on December 19, 2025.

The project was approved by the Minister of Transport (now the Ministry of Construction) in Decision No. 906/QD-BGTVT dated July 13, 2022.

The project investor is Project Management Board 2 - Ministry of Construction. The total investment is VND 21,110 billion.

The project started on January 1, 2023, according to the contract signed in August 2026, expected to be 6 months ahead of schedule.

The project starts at Km1050 of Nghia Giang commune, Quang Ngai province, connecting with the Hoai Nhon - Quy Nhon component project; the end point is at Km 1038, Bong Son ward, Gia Lai province, connecting with the Hoai Nhon - Quy Nhon component project.

The total length of the route is 88km, passing through the communes/wards: Nghia Giang, Dinh Cuong, Phuoc Giang, Mo Duc, Lan Phong, Nguyen Nghiem, Duc Pho ward and Khanh Cuong commune in Quang Ngai province and the communes/wards: Hoai Nhon Bac, Tam Quan, Hoai Nhon Tay, Hoai Nhon, Hoai Nhon Nam and Bong Son in Gia Lai province.

To date, the project has completed items including: 88km of main route; 77 bridges (main route bridge and level crossing bridge); 03 tunnels: tunnel No. 1 (Duc Pho tunnel), tunnel No. 2 (Huan Phong tunnel) and tunnel No. 3 (Binh De tunnel) and 06 interconnecting intersections.

According to the investor, the project completion phase has a designed speed of 120km/h. The phased phase has a scale of 04 lanes, the roadbed is 17m wide.

The Ministry of Construction said that the exploitation plan for the Quang Ngai - Hoai Nhon component project is as follows:

The main route of the Quang Ngai - Hoai Nhon component project will be technically opened to traffic for 88km on December 19, 2025 and is expected to start operation from January 2026 (after completing the project's acceptance procedures and completing the connection with the Da Nang - Quang Ngai expressway, synchronized with the Hoai Nhon - Quy Nhon expressway).

According to the Ministry of Construction, the component project of the Quang Ngai - Hoai Nhon section of the North - South Expressway Construction Project in the Eastern phase 2021 - 2025, after being put into operation, will contribute to the completion of the goal of "3,000km of expressway by 2025" connecting from Lang Son to Ca Mau, creating a national transport backbone.

At the same time, the project helps connect economic and political centers of the Central Coast provinces and key economic regions in the South, gradually completing synchronous infrastructure, promoting socio-economic development, the competitiveness of the economy in the context of deep and extensive integration and ensuring national defense and security.
