According to the report of the Party Committee of Vinh Phuc Provincial People's Committee, the Project to build an open and friendly reading space for general schools in the area was approved by the Standing Committee of Vinh Phuc Provincial Party Committee to be implemented in October 2022; approved by the Provincial People's Committee in December 2022 and adjusted in April 2023.
The total estimated budget is over VND 271 billion, implemented at 361 schools in the 2023-2024 period. Of which, the provincial budget supports nearly VND 190 billion, the rest is from the district budget, socialization and other legal sources.
Through assessment, the implementation of the project is practical, aiming to concretize the policy of the Project on developing reading culture in the community until 2020, vision 2030 and the Project on building a learning society in the period 2021-2030 approved by the Prime Minister.
However, the project currently does not have a full legal basis, so the Party Committee of the Provincial People's Committee proposed that the Standing Committee of the Vinh Phuc Provincial Party Committee temporarily suspend the implementation at this stage and only implement it after having a full legal basis.
Speaking, Vinh Phuc Provincial Party Secretary Duong Van An agreed to the policy of stopping investment from the State budget to build a project to create a reading space as the project's goal.
The Secretary of Vinh Phuc Provincial Party Committee noted that for places with conditions to build attractive outdoor reading spaces, ensuring efficiency and mobilizing socialized resources, they can continue to deploy and implement.
Mr. Duong Van An assigned the Party Committee of Vinh Phuc Provincial People's Committee to lead and direct the Provincial People's Committee, relevant agencies, localities, and schools to continue to promote the existing facilities of schools to encourage, motivate, promote, and spread the needs, habits, and skills of finding and reading books among students.
