The Ministry of Public Security issued Circular 79/2024/TT-BCA regulating the issuance and revocation of vehicle registration certificates and license plates of motor vehicles and specialized motorbikes. The Circular takes effect from January 1, 2025.
Vehicle registration principles are as follows:
Organizations and individuals who violate the law on road traffic order and safety and have not yet completed the requirements of state agencies will not have their vehicle registration resolved.
Thus, if the fine has not been paid, the vehicle owner will not be able to carry out the procedures to revoke or issue a new license plate. This means that the vehicle owner will not be able to sell or buy another vehicle if the fine has not been paid.
In addition to this, vehicle registration must meet the following principles:
Vehicles of legal origin, ensuring technical safety and environmental protection standards shall be registered and issued license plates according to the provisions of this Circular.
Vehicle owners who are organizations or individuals with headquarters and residence (permanent or temporary residence) in a locality must register their vehicles at the vehicle registration agency in that locality.
Vehicle license plates are managed according to the vehicle owner's identification code (hereinafter referred to as the identification plate) and are regulated as follows:
For vehicle owners who are Vietnamese citizens, license plates are managed according to personal identification numbers.
For foreign vehicle owners, the license plate is managed according to the foreigner's identification number established by the electronic identification and authentication system or the permanent residence card number, temporary residence card number or other identity card number issued by the competent authority.
For vehicle owners who are organizations, the license plate is managed according to the organization's electronic identification code established by the electronic identification and authentication system; in case there is no organization identification code, it is managed according to the tax code or establishment decision number.
In case the vehicle expires, is damaged and cannot be used, or ownership of the vehicle is transferred, the vehicle registration authority will revoke the vehicle owner's identification plate number and retain that plate number for the vehicle owner for a period of 5 years to reissue it when the vehicle owner registers another vehicle under his/her ownership.
After 5 years from the date of revocation, if the vehicle owner has not registered, the identification number will be transferred to the vehicle license plate warehouse for registration and issuance to other organizations and individuals according to regulations.
Vehicle registration declaration and submission is done in one of the following forms:
National Public Service Portal, Ministry of Public Security Public Service Portal, other online public service provision channels as prescribed.
National identification application.
Directly at the vehicle registration office.
Payment of vehicle registration fees is made through a bank or payment intermediary that is connected, integrated, and provides online payment services on the public service portal or paid directly at the vehicle registration agency.
Receiving vehicle registration results is done through the public service portal or national identification application or through the public postal service or at the vehicle registration agency according to the needs of the vehicle owner.
Electronic data is scanned from documents in the vehicle registration dossier, engine number and chassis number, administrative procedure settlement results from paper documents, with digital signatures of vehicle registration officers, vehicle registration agencies or electronic data of documents and certificates in the vehicle registration dossier received by the vehicle registration and management system from the public service portal or the database of ministries and branches with legal value as paper documents.
Organizations and individuals who win the auction of car license plates can choose to register and issue the auctioned license plates at the traffic police department of the provincial or centrally-run city where the organization or individual has its headquarters or residence, or at the traffic police department that manages the auctioned license plates.
Organizations and individuals who win the auction of motorbike license plates can choose to register and issue the auctioned license plates at the police station of the district, town, city under the province or centrally-run city where the organization or individual has its headquarters or resides, or at the traffic police department or district-level police station that manages the auctioned license plates.
In case of confiscated motorbikes for the state budget, motorbikes with a cylinder capacity of 175 cm3 or more must be registered and issued with a license plate number winning at the auction at the Traffic Police Department where the organization or individual has its headquarters or residence, or at the Traffic Police Department that manages the license plate number.
