In January 2025, the Inspectorate of Khanh Hoa Department of Construction concluded the inspection on the implementation of legal regulations in the acceptance and handover of 13 construction works.
These projects are invested by Cam Ranh City Construction Project Management Board (Cam Ranh PMU).
Cam Ranh Project Management Board issued a document announcing the commencement of construction of 3 projects but did not send it to Cam Ranh City People's Committee as prescribed.
These are the dyke system works of Project 773 in Cam Lap commune; Upgrading and repairing the drainage system in Cam Ranh; Maintaining and repairing traffic works in 2023.
The Department of Construction Inspectorate also discovered that the contractor who signed the acceptance report did not have a chief supervisor for the three projects, which did not comply with regulations. This responsibility belongs to Thuan Hung Consulting and Construction Joint Stock Company; D68 Construction - Real Estate Company Limited and Cam Ranh Project Management Board.
The composition of the construction contractor signing the acceptance minutes without a commander for 5 projects is not in accordance with regulations. This responsibility belongs to 778 Investment and Construction Company Limited; T.A.L Construction Consulting Joint Stock Company; Dong Do Company Limited; Cam Ranh Urban Joint Stock Company and Cam Ranh Project Management Board.
There are 4 projects where the construction contractor stamped and signed the drawings to make the completed drawings and the supervising contractor confirmed the completed drawings, but did not fully show some information on the completed drawings stamp.
This responsibility belongs to T.A.L Construction Consulting Joint Stock Company; Thuan Hung Construction and Consulting Joint Stock Company; Nam Tien Construction and Installation Consulting Company Limited; Dong Do Company Limited; D68 Construction - Real Estate Company Limited; Cam Ranh Urban Joint Stock Company and Cam Ranh Project Management Board.
There are 2 projects where the contractor has created a construction diary but the content of the number of workers and construction equipment is not guaranteed. This responsibility belongs to 778 Investment and Construction Company Limited; Cam Ranh Urban Joint Stock Company and Cam Ranh Project Management Board.
For the 5 completed projects, handed over for exploitation and use, after completing the construction of the project, Cam Ranh Project Management Board sent a request for inspection of the acceptance work to the specialized construction agency.
However, the time when Cam Ranh Project Management Board sent the request for inspection of acceptance work was not 10 days before the date the investor organized the acceptance of the completion of the project according to regulations.
Based on the above content, the Construction Department Inspectorate decided not to impose administrative penalties on contractors and Cam Ranh Project Management Board, but only requested to rectify and learn from experience.
