Project shelved for many years
On the morning of December 30, Lao Dong Newspaper reporters recorded at the area where the NPK fertilizer factory construction investment project is located in village 3, Kien Bai commune, Thuy Nguyen district.
The three factories, located close together, have shown signs of deterioration and are overgrown with weeds. Goods are being stored inside the factories. The land in front of the factories is currently a scrap yard.
Speaking with Lao Dong, Mr. Tran Van Duong - Chairman of Kien Bai Commune People's Committee - said that the NPK fertilizer factory investment project was leased land by the city but in fact has been stopped and left unused for many years. Recently, this area has been leased to be used as a scrap yard.
It is known that the NPK fertilizer factory construction investment project in Kien Bai commune is invested by GTS Vietnam Agricultural Development Joint Stock Company. According to the plan, the factory will be completed and put into trial operation from March to April 2016, officially put into operation in May 2016. In phase 1, the project will invest in a NPK fertilizer production line (in pellet form) with a capacity of 75,000 tons/year. Phase 2 will be implemented from 2017, continuing to invest in the remaining construction items according to the approved plan to increase the factory capacity to 360,000 tons/year. The total investment is nearly 400 billion VND, the expected area of use is 88,880 m2.
According to the leader of Kien Bai commune, the project is still unfinished and has not yet been put into production. Recently, many delegations from the Central and City governments have also come to inspect. Up to now, nearly 9 hectares of the project are still left unused, causing waste.
Inspectors pointed out many violations
Recently, in the conclusion of the Government Inspectorate, the construction works of the NPK fertilizer factory investment project in Kien Bai commune did not have construction permits with appraised design documents; and did not fully archive the documents.
On December 14, 2016, the Inspectorate of the Hai Phong Department of Construction issued a decision to impose a fine of 7.5 million VND for the violation of not fully storing construction quality records as prescribed.
Not to mention, according to Report No. 10/BC-NNVN dated March 6, 2024, the company has just invested in the production line and conducted a trial run with a total cost of VND 14,163,660 million (reaching 3.55% of the total investment). From 2017 to now, the project has stopped operating and not been further implemented (7 years late according to the Investment Registration Certificate with project code No. 5881022770 issued by the Department of Planning and Investment of Hai Phong). With this violation, on November 6, 2023, the Department of Planning and Investment of Hai Phong inspected and decided to administratively fine the investor VND 85 million for not implementing the project on schedule.
The Government Inspectorate also pointed out that during the project implementation from 2016 to present, the Department of Natural Resources and Environment has not inspected and examined the land use of GFS Vietnam Company, so there is no recommendation for the Hai Phong City People's Committee to take measures to handle the matter according to the provisions of the Land Law.
According to the representative of Kien Bai commune, the city has decided to reclaim the land for the project. During this time, the locality will continue to coordinate to ensure security, order and environmental sanitation in the area.
