Application documents for the first red book for households and individuals in 2026

Application dossiers for first-time red books for households and individuals are specifically regulated with many types of documents related to land use rights.

Based on sub-section I, Section B, Part V of the Appendix issued together with Decree 151/2025/ND-CP stipulating dossiers for first-time red book application for households and individuals including:

- Application for registration of land and assets attached to land according to the form issued together with Decree 151/2025/ND-CP;

- One of the types of documents specified in Article 137, Clause 1, Clause 5, Article 148, Clause 1, Clause 5, Article 149 of the 2024 Land Law, map of houses, construction works (if any).

In case the original land plot has documents on land use rights specified in Article 137 of the 2024 Land Law but the increased land area has been granted a Certificate, submit documents on the transfer of land use rights and the Certificate issued for the increased area;

- Documents on inheritance of land use rights according to the provisions of civil law for cases of inheritance of land use rights that have not been granted Certificates of land use rights, ownership of assets attached to land according to the provisions of land law;

- Documents on inheritance of land use rights according to the provisions of civil law and documents on transfer of land use rights for cases specified in Clause 4, Article 45 of the 2024 Land Law;

- Documents on land allocation not within authority or documents on purchase, receipt, liquidation, exchange, distribution of houses and construction works attached to land as prescribed in Article 140 of the 2024 Land Law (if any);

- Documents related to sanctioning administrative violations in the field of land for cases of administrative violations in the field of land;

- Contract or written agreement or decision of the People's Court on the establishment of rights to adjacent land plots attached to a diagram showing the location and size of the area of adjacent land plots entitled to limited use for cases with registration of rights to adjacent land plots;

- Document identifying members with common land use rights of households using land for cases where households are using land;

- Extract from the cadastral map of the land plot (if any);

- Construction design dossiers of works that have been appraised by specialized construction agencies or have a document approving the results of acceptance of completion of construction items, construction works according to the provisions of construction law for cases of certificate of ownership of construction works on agricultural land where the project owner does not have one of the types of documents specified in Article 149 of the 2024 Land Law or the project is exempt from construction permits according to the provisions of construction law;

- In case specified in point a, clause 6, Article 25 of Decree 101/2024/ND-CP, submit a Decision on sanctioning administrative violations in the field of land, which may show that the remedial measure is to compel land registration; penalty payment documents of land users;

- Documents that have fulfilled financial obligations, documents related to exemption or reduction of financial obligations on land and assets attached to land (if any);

- In case of receiving the transfer of land use rights, ownership of houses and construction works but has not carried out the transfer procedures according to the provisions of law, submit documents on the transfer of land use rights, ownership of assets attached to land with the signature of the transferor and the transferee;

- In case households and individuals have a need to issue Certificates of land use rights and ownership of assets attached to land for houses and construction works subject to construction permits specified in Clause 3, Article 148, Clause 3, Article 149 of the 2024 Land Law, they must submit a confirmation from the district-level construction management agency that they meet the conditions for the existence of houses and construction works in accordance with the law on construction (if any).
