According to the Hung Yen Provincial e-Portal, on September 8, the Provincial People's Committee held a meeting to listen to the Department of Finance report on the situation and progress of land use fee collection in 2026 and the 2027-2030 period.
In 2026, Hung Yen is assigned a central budget estimate of 47,200 billion VND for land use fees. The whole province is expected to collect 66,550.7 billion VND from 372 land plots and projects. As of August 27, revenue reached 16,316 billion VND, equal to 34.57% of the central budget estimate and 24.52% of the registered plan.
At the meeting, delegates focused on exchanging and evaluating the situation of implementing the task of collecting land use fees; reviewing the progress of project implementation, land plots and the ability to implement the collection plan in the coming time; and clarifying the responsibilities of departments, branches, and localities in each stage of work; proposing solutions to accelerate the implementation progress, promptly remove existing contents, and ensure the collection progress according to the plan.
Concluding the meeting, Mr. Nguyen Manh Quyen - Chairman of the Provincial People's Committee requested the advisory body to build an overall picture of revenue sources, implementation progress and land use fee collection capacity, as a basis for the Provincial People's Committee to direct and administer.
The Office of the Provincial People's Committee urgently advises on establishing a Working Group to urge land use fee collection; clearly assign tasks and responsibilities to each member. The Working Group must regularly review, update, and unify data; closely monitor the progress of each project and each locality; promptly urge, guide, and remove difficulties and obstacles in the implementation process.
The Chairman of the Provincial People's Committee requested to firmly grasp, thoroughly grasp, calculate correctly, fully, and promptly for land use fees. Departments, branches, and localities, according to their functions and tasks, must comprehensively review projects and land areas, not to miss revenue sources or be slow to identify and implement financial obligations.
In which, it is necessary to focus on reviewing commercial housing development projects; financial obligations arising in the process of planning adjustment, project adjustment; commercial and service land funds in social housing projects; land plots for land use rights auctions and other revenue sources. For each project, it is necessary to clearly identify the implementation capacity, progress of each stage and responsibilities of relevant agencies and units.
The Chairman of the Provincial People's Committee requested localities to build a roadmap for progress for each land plot and project, specifically determine the time to complete site clearance, infrastructure investment, determine land prices, organize auctions or land allocation and fulfill financial obligations. Projects that meet the conditions must be focused on immediate implementation.
Projects that do not meet the conditions or do not ensure feasibility must be fully reviewed and evaluated, and appropriate plans must be developed to avoid being included in the plan but not feasible.
The Chairman of the Provincial People's Committee also requested relevant businesses to improve their responsibility, proactively coordinate with the province and localities, and fully fulfill financial obligations according to regulations.
Departments, branches, and localities proactively accompany, remove difficulties, accelerate procedures under their authority, and create conditions for businesses to soon implement projects and fulfill their obligations to the state budget.
