Citizen sent a question to the Ministry of Agriculture and Environment with the content: My family owns a piece of land in the commune. Due to a house fire, the land use right certificate (issued in 1999) was burned. My family has contacted the Land Registration Office to request a re-issuance of the land use right certificate.
But when carrying out procedures to request re-issuance, they do not remember the serial number of the lost certificate, so the Land Registration Office does not receive dossiers because they cannot cancel the old book and cannot reissue the new Certificate. At the same time, it is announced that there is currently no specific guidance document from the Ministry for this case.
Through searching the cadastral records at the Land Registration Office, there is only the number in the certificate issuance book, the issuance date, and no serial number. So please ask the Ministry to answer if you do not remember the serial number, can the procedure for re-issuance of the lost certificate be carried out or not? What procedures do my family need to complete to get a re-issuance of the land use right certificate.

In Form No. 18. Application for registration of land and asset changes attached to land of Appendix II attached to Decree No. 151/2025/ND-CP dated June 12, 2025 of the Government stipulating the demarcation of authority of local authorities at 2 levels, decentralization and delegation in the field of land, it is stipulated:
In case of requesting re-issuance of a Certificate due to loss, write the content: "request for re-issuance of a Certificate due to loss" and show the information of the lost Certificate, including: Number in the Certificate issuance book...; Certificate issuer number (Serial number)...", in case land users, owners of assets attached to land do not have information about the issued Certificate, do not declare the content in this section. The agency handling administrative procedures checks cadastral records, land databases to identify information in this section, in which the mandatory information must be the Information Number in the Certificate issuance book or Certificate issuer number (Serial number)".
Clause 1, Article 15 of Decree No. 49/2026/ND-CP dated January 31, 2026 of the Government detailing and guiding a number of articles of Resolution No. 254/2025/QH15 of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law stipulates:
The Provincial People's Committee shall stipulate the order and administrative procedures for land to implement the cases specified in Article 14 of this Decree no later than July 1, 2026, ensuring the reduction and simplification of administrative procedures according to regulations; in which clearly stipulating the responsibilities of agencies and competent persons in the steps of implementing the order and procedures, the maximum time to implement the order and procedures, the components of dossiers to be submitted, including documents proving subjects eligible for exemption or reduction of financial obligations (if any), and procedure forms that must specify information to determine financial obligations for land. While the regulations on order and administrative procedures for land specified in this clause have not been issued, the Provincial People's Committee shall decide on the application of order and administrative procedures for land according to the provisions of law before the effective date of this Decree or decide on order and administrative procedures for land for each specific case.
Based on the above regulations, in case the Provincial People's Committee stipulates the order and administrative procedures for land to implement the cases specified in Article 14 of Decree No. 49/2026/ND-CP, it is requested that you contact the competent authority in the locality for implementation.
In case the Provincial People's Committee has not yet stipulated the order and administrative procedures for land to implement the cases specified in Article 14 of Decree No. 49/2026/ND-CP, it shall be implemented according to the provisions of Section VIII Content C Part I Appendix I attached to Decree No. 151/2025/ND-CP, accordingly, in Form No. 18. Application for registration of land changes, assets attached to land of Appendix II attached to Decree No. 151/2025/ND-CP, in case of requesting re-issuance of Certificates due to loss... The agency handling administrative procedures shall check cadastral records, land databases to identify information in this section, in which the mandatory information must be the Information Number in the Certificate Issuance Book or Certificate Issue Number (Serial Number).
