In April 2026, leaders of Khanh Hoa province requested specialized agencies not to wait for guidance from the Central Government, but to proactively find management solutions to avoid wasting public assets, which are real estate facilities.
According to a report by a representative of the Department of Finance of Khanh Hoa province, the unit has coordinated with localities, departments, boards, and branches to review and advise on decisions to allocate house and land facilities to 64 communes, wards and related units.
The whole province currently has 2,473 housing and land facilities belonging to local agencies and units, divided into 2 groups.
The first group includes 2,091 houses and land facilities that continue to be used, assigned to departments, agencies, branches and localities for management.
The second group has 379 houses and land facilities that no longer need to be used or are used ineffectively.
For these facilities, the locality is developing a handling plan in forms such as recovery, transfer or transfer to local management.
Regarding this content, the Department of Finance has advised the Provincial People's Committee to establish a working group to inspect all 379 establishments mentioned above.
At the same time, propose a plan to assign these facilities to local management to serve the operations of commune-level non-business units.
Of this total, 22 facilities are expected to be assigned to the Housing Management Center under the Department of Construction for management and exploitation.
According to a representative of the Department of Finance, currently, according to the guidance of central agencies, these houses and land facilities are not allowed to auction land use rights and are still waiting for specific mechanisms and instructions for implementation.
Reality shows that there are still many houses and land facilities in the province that have not been effectively exploited.
Public opinion also expressed concern when the number of facilities converted for educational, medical or public works purposes is still limited.
Faced with this situation, Mr. Nguyen Long Bien - Standing Vice Chairman of Khanh Hoa Provincial People's Committee said that the locality cannot continue to wait for guidance from the Central Government but needs to proactively have appropriate management solutions to avoid allowing assets to degrade.
Mr. Nguyen Long Bien requested the Department of Finance to review and comprehensively re-evaluate the management and use of houses and land after the merger.

Regarding the fact that house and land facilities are not allowed to be auctioned, provincial leaders proposed that the Department of Finance develop a more effective management plan, and at the same time study the form of joint venture and association if it is appropriate according to regulations.
