The Student Dormitory project in the West of Da Nang City has a total investment of about 700 billion VND, including 7 high-rise buildings. This project was previously a housing project for workers, and in 2012 it was converted into a student dormitory. However, due to its location far from universities, the project did not attract students and fell into a state of vacancy. In the period 2020-2021, the city once requisitioned this place as a field hospital to treat COVID-19, leading to some items being damaged after dissolution.
According to the latest plan, the city will convert the function of these dormitory areas into social housing with an expected scale of about 618 apartments. The subjects to be arranged to rent houses include workers and laborers working at enterprises in Da Nang High-Tech Park. The housing fund is also reserved to arrange accommodation for officials and civil servants of Quang Nam province (before the merger) who are transferred to work at the Da Nang City Administrative Center and households subject to relocation and clearance from degraded public property apartment buildings. Currently, the Da Nang Civil, Industrial and Technical Infrastructure Construction Investment Project Management Board is carrying out investment preparation steps.
According to Mr. Ho Ngoc Phuong - Deputy Director of Da Nang Department of Finance, implementing the guidance of the Ministry of Finance, this agency has advised the City People's Committee to approve the plan to rearrange 828 facilities that do not need on-site use. Among them, 247 land and housing facilities will be converted into public housing, health stations, schools and community activity points.
For the remaining 581 redundant land and housing facilities, the city has issued many decisions assigning the Housing Management and Exploitation Center and the Land Fund Development Center to manage. These units are responsible for urgently developing short-term exploitation and lease plans associated with land use rights according to the provisions of Decree No. 108/2024/ND-CP and Decree No. 286/2025/ND-CP of the Government.
Da Nang City leaders have also directed relevant agencies to ensure that the arrangement and relocation of redundant headquarters takes place strictly, maximizing the available facilities. The city's goal is to prioritize these land funds for social security and local economic development purposes, absolutely not allowing public assets to degrade or waste state investment resources.
