Hanoi City People's Committee has just issued a notice on organizing a review and definitive handling of 341 non-budget capital projects using slow-progress land in the city.
In this list, there are 25 projects located in Long Bien district (old). One of them is the IEC Bao Ngoc social housing project (lane 184 Thach Ban, Long Bien ward). Previously, the investor announced that the expected apartment handover time was in the first quarter of 2024.
However, according to Lao Dong's records on April 26, this land area is still surrounded by corrugated iron, closed and silent, and no construction activities have been carried out. Inside the project, grass grows rampant.
Previously, according to information at the meeting at the beginning of 2025 of the Special Task Force of the Hanoi People's Committee on removing difficulties and obstacles, effectively supporting businesses, investors, and investment projects in the city, the Bao Ngoc high-rise social housing project is facing obstacles related to land allocation procedures, transfer as well as investment policies, lasting for many years.



The Trade Zone - Display of products and general services project at No. 2 Ngo Gia Tu street (Viet Hung ward) of Vietnam National Seafood Corporation - Joint Stock Company and Tai Tam Co., Ltd. is also on the list of non-budget capital projects with slow land use in the city.
According to reporters' records, the land plot at No. 2 Ngo Gia Tu street is currently fenced with corrugated iron. The building inside the land plot is currently abandoned.




Another project in Long Bien district (old) on the list that the Hanoi People's Committee has just announced is the Viet Phuong Trade Center, Office and Supermarket Construction Project (Viet Hung ward).
According to reporters' records, the project is located in a location considered "golden land" - right at the intersection between Viet Hung and Nguyen Van Linh. This area is currently surrounded by corrugated iron, becoming deserted, with weeds growing lushly, covering many unfinished items.
Due to being "motionless" for many years, construction items were abandoned under the sun and rain, leading to a clear degradation. Many construction structures show signs of damage, and materials are rusty.
Outside the project, security forces are still deployed to watch over.


Another project on the list of 341 non-budget capital projects with slow land use in the city is the Project to build a mixed-use office, commercial service and short-term accommodation facility at No. 54 Ngoc Lam street (Bo De ward) of Duyen Ha Import-Export Trading Joint Stock Company.


According to the content of the notice, investors must urgently report in writing on the project implementation according to the outline, and report to the City People's Committee before April 30, 2026.
The content of the outline that investors must report includes: The actual implementation situation of the project up to the time of reporting (investment progress, construction, site clearance, fulfillment of financial obligations...); legal procedures that have been implemented and still exist; difficulties and obstacles (clearly distinguishing objective and subjective causes); assessing the project implementation capacity of investors (financial capacity, capital mobilization capacity, implementation organization...); clarifying the investor's responsibility for slow implementation; proposing handling plans and commitments on specific progress with clear and feasible timelines.
The investor is fully responsible before the law and before the City People's Committee for the truthfulness and accuracy of the report content.
After April 30, 2026, if investors do not submit reports or submit them on time, or reports do not meet requirements, do not clearly show capacity and commitment to implementation, the City People's Committee will apply measures to recover and stop project implementation.
