Three social housing projects are being implemented in Ninh Binh province, including: Social housing construction project for low-income people in Ninh Phong ward (Ninh Binh city); Investment project to build a new urban area in the North, sub-area IX in Ninh Nhat commune, Ninh Binh city and Ninh My commune, Hoa Lu district; Yen Binh urban area project, Yen Binh ward, Tam Diep city, has not yet been allocated land in the field for the investor to start the project.
Regarding the social housing construction project for low-income people in Ninh Phong ward (the project is invested by Truong Thang Construction and Trading Investment Company Limited), according to the report of Truong Thang Construction and Trading Investment Company Limited, the company has coordinated with the Ninh Binh City Site Clearance and Resettlement Board and Ninh Phong Ward People's Committee to carry out compensation and support site clearance to implement the project.
Accordingly, since 2016, the company has paid over VND2.88 billion to implement the compensation and support plan for site clearance. All 17 individuals and households whose land was recovered have received compensation and support and have not filed any complaints.
However, because the project belongs to the "Planning of the new residential area west of Ly Nhan Tong Street, Ninh Phong Ward, Ninh Binh City", the land acquisition and land allocation procedures are still stuck. Up to now, Truong Thang Construction and Trading Investment Company Limited has not been allocated land by the competent authority, so the project cannot start construction.
For the Northern New Urban Area Construction Investment Project, Sub-area IX in Ninh Nhat Commune, Ninh Binh City and Ninh My Commune, Hoa Lu District, the project is invested by Kosy Joint Stock Company with a total area of 40.7 hectares. Of which, there is investment in building social housing on over 20% of the total residential land area.
The project has compensated and cleared 356/403 households with an area of 36.4 hectares. However, up to now, the project investor has not been allocated land so the project cannot start.
Yen Binh urban area project, Yen Binh ward, Tam Diep city, invested by The Light Group Joint Stock Company with a total investment capital of over 3,346 billion VND. Currently, the investor has not been decided by the competent State agency to allocate land or lease land in the field to carry out the procedures to start construction according to the approved detailed project planning and investment policy.
The program for developing social housing for workers and low-income people in Ninh Binh province until 2030, with a vision to 2045, has been approved with a total of 5,573 units. Of which, the target for the 2021-2025 period is to build 2,887 units and the 2026-2030 period is 2,686 units.
In addition, implementing the project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030", Ninh Binh province was assigned a target of 3,100 apartments.
