On June 27, information from the People's Committee of Nghe An province said that the province has just issued an official dispatch directing the implementation of Conclusion No. 132-KL/TU of the Standing Committee of the Provincial Party Committee, requesting to focus on thoroughly handling prolonged backlog projects, avoiding waste of resources and ensuring people's rights.
The project of service, commercial, luxury apartment and housing building at 72 Le Loi (also known as Bao Son Apartment Building, now belonging to Thanh Vinh ward), the Chairman of the Provincial People's Committee assigned the Department of Construction to carry out the acceptance of the project; the Department of Agriculture and Environment to coordinate with the investor to guide people to carry out procedures for issuing Certificates of land use rights and house ownership.
This is good news for all residents in this apartment complex after many years of waiting for legitimate rights.
Bao Son Green Pearl apartment project is invested by Bao Son Investment and Tourism Group Joint Stock Company, built on a land area of 4,342m2 at No. 72 Le Loi street. The building has a scale of 31 above-ground floors and 2 basements for parking, with a total basement area of 5,000m2, with 522 - 535 high-class apartments.
Although construction permits and planning approvals have been issued, the project still lacks some administrative procedures. Since 2018, the investor has handed over and allowed people to live in.
The process of issuing land use right certificates (land use right certificates, house ownership certificates) is delayed and prolonged.
In April 2023, dozens of households hung banners protesting throughout the lobby, corridors and windows of apartment buildings to put pressure and demand that the investor return the red books soon. The direction of the People's Committee of Nghe An province to complete procedures and guide the issuance of red books to apartment owners has removed a major bottleneck.
According to the review, Nghe An province currently has 87 non-budget projects with problems under monitoring, of which 8 projects have been completely resolved. Provincial leaders requested departments, branches and localities to continue to comprehensively review both budget and non-budget projects to update the monitoring list, handle synchronously, and not prolong them.
Chairman of Nghe An Provincial People's Committee requested that removal must be linked to a strict principle: investors must fulfill financial obligations, not legalize violations, and at the same time clarify the responsibilities of related organizations and individuals; resolutely prevent new violations from arising in the process of handling.
