Recently, the National Assembly's Supervision Team has worked with localities on implementing policies and laws on real estate market management and social housing development from 2015 to the end of 2023. .
According to the plan, by the end of July, the monitoring team will work with 8 ministries, branches, central agencies and directly supervise in 12 localities. In early August, the delegation worked with the Government to agree on the content of the monitoring report.
The draft monitoring report will be submitted to the National Assembly Standing Committee at the August session, then continue to be completed to present to the National Assembly at the October 2024 session.
Regarding social housing , local feedback to monitoring groups shows that the supply is very meager, not meeting the needs of workers.
Difficulties in social housing development can be divided into main groups: lack of capital; Overlapping and inconsistent policies and complicated, time-consuming procedures.
Appreciating the National Assembly's first specialized supervision of the real estate and social housing market, Prof. Dr. Hoang Van Cuong - Member of the Finance and Budget Committee - said that the real estate market There are 3 components: supply, demand and intermediaries. Therefore, thematic supervision needs to consider all three factors.
Prof. Dr. Hoang Van Cuong noted that currently, there are many housing projects that are built and then abandoned. According to principle, when supply exceeds demand, prices must decrease, but in fact prices do not decrease, showing that demand is still high. Thus, demand here is a speculative factor. Therefore, supervision must carefully survey and evaluate speculative factors to recommend appropriate policies.
There are other reasons why there are housing areas built and then abandoned due to the lack of synchronization in infrastructure and services. To have adequate service conditions requires a large enough population concentration. Therefore, it is necessary to have regulations when planning urban areas and housing projects that must concentrate the population to create synchronization of infrastructure and social services.
Regarding the market intermediary factor (brokerage), Prof. Dr. Hoang Van Cuong suggested that there should be legal regulations to have a true intermediary factor. Around the world, intermediaries are not allowed to participate in the buying or selling side, and must be responsible for their own information system. However, recent reality shows that there are intermediaries causing harassment and market manipulation.
"Hopefully, through this supervision, the National Assembly will have a resolution to pilot the construction of a mechanism to properly manage the operations of market intermediaries in some big cities" - Mr. Cuong proposed.
Regarding social housing, Prof. Dr. Hoang Van Cuong said that social housing development planning needs to be near the central area for easy access.
