Recently, the Social Insurance (SI) of Ca Mau province has strengthened the collection efforts, reducing the amount of late SI payments across the entire province. However, the situation and the rate of SI debt in the area remain high, with many enterprises having prolonged SI debts for many years.
Notably, there are 10 enterprises with SI debts extending from 2012 to the present, totaling 103 billion VND, accounting for over 90% of the current debt.
Mr. Le Hung Cuong - Deputy Director of Ca Mau Province SI - stated that when enterprises owe SI, workers will not be entitled to SI and health insurance policies if they unfortunately encounter risks, or when they reach retirement age, they will not receive pension benefits.
Mr. Cuong proposed a solution: “To ensure the rights of workers, the provincial SI is continuing to implement various debt recovery measures, closely following the collection urging process, reducing the amount of late SI payments, and intensifying inspection and examination of enterprises with SI debts.”
The fact that enterprises deduct money from workers to pay SI but do not submit it, instead misappropriating it, causes frustration among workers.
To ensure the rights of workers, the provincial SI has been and is implementing a series of measures to reduce SI debt, such as: Strengthening propaganda, organizing unexpected specialized inspections, imposing administrative penalties, and enforcing decisions on units with SI debts; coordinating with other functional agencies such as the Department of Labor - Invalids and Social Affairs to enhance the effectiveness of reducing SI debt...
Mr. Cuong stated that for debts from 1 month to under 3 months, the responsibility is assigned to the specialized department and the task force to urge; sending the first notice to the employing unit, after 10 days from the date of sending the first notice, continue to send a reminder notice to pay SI, health insurance, and unemployment insurance for workers; in case the unit has not paid, assign the task force to directly go to the enterprise to grasp the situation, propagate, dialogue, and explain so that the enterprise understands that violating SI and health insurance laws will be subject to administrative penalties.
For units with late payments from 3 months or more, organize unexpected specialized inspections, impose administrative penalties, and enforce decisions on the unit; coordinate with the inspection department of the Department of Labor - Invalids and Social Affairs to conduct inter-sectoral inspections of units with late payments.
The provincial SI of Ca Mau is determined to impose administrative penalties on units that intentionally delay payments, will intensify inspections and examinations to urge. Besides propaganda and explanation to make enterprises aware of their violations, if enterprises do not comply, the case will be transferred to specialized inspection and coordinated with functional sectors for handling according to regulations.
