Mr. Le Van Dai, Permanent Vice President of the Da Nang City Labor Federation, said: After 2 months of operation, the 27 Commune and Ward Trade Unions of Da Nang have gradually stabilized and have deployed a number of key tasks in the last 6 months of 2025.
However, the Commune and Ward Trade Unions of Da Nang City still face many difficulties and limitations in their activities, focusing on 7 main groups of issues.
That is, the staffing of the Commune and Ward Trade Unions is too small, both performing the tasks of the Front and performing the tasks of the Trade Union, in addition to participating in many meetings of the Party Committee, People's Council, People's Committee of the commune, ward and related sectors, so the time to implement the tasks is very difficult.
Commune and ward trade unions are on par with grassroots trade unions. In a large area, grassroots trade unions are far away and have a high professional nature, so it is difficult to manage and gather union members and workers to participate in activities organized by the Trade Union.
There is still confusion in implementing trade union work according to the new model, and there have not been developed coordination regulations between the Trade Union and the authorities at the same level and relevant agencies and units.
The work of developing union members and establishing grassroots unions still faces many difficulties because the specific functions and tasks of commune and ward unions have not been regulated and some business owners have not cooperated in the work of mobilizing the development of union members and establishing grassroots unions.
The union activity budget is issued monthly, so it lacks initiative and the union funding source is unstable. There is no clear financial mechanism for commune and ward trade unions.
Regarding the implementation of the Capital Support Fund to grassroots Trade Unions, it is still difficult because business owners do not sign a commitment to ensure credit guarantees because workers and union members come in and out continuously, and do not have a long-term guarantee to ensure borrowing.
Regarding re-making seals for grassroots trade unions: currently, according to the file sent to the city police to re-make seals, the certificate of registration of the seal and the union seal must be complete according to the decision to receive them before continuing to re-make seals, which is very difficult for units with a large number of grassroots trade unions. Because a part of the grassroots trade unions cannot be contacted and cannot operate, the collection of seals cannot be guaranteed.
According to Mr. Le Van Dai, currently the Commune and Ward Trade Unions have 5 proposals and recommendations including:
Requesting superiors to pay attention to funding for commune and ward trade union activities.
Organize training courses and share experiences with new union officials.
Guiding the development of regulations for close coordination between trade unions and local authorities and relevant agencies and units.
Propose that the City Labor Federation work with the City Police to make a rolling stamp to meet the progress of re-making the stamp for the Trade Union that has fully submitted the procedures.
Propose to the city leaders and departments, branches and sectors to provide additional guidance at the public services of wards and communes on the procedures for implementing labor disputes when there are petitions and complaints from workers in the area.
