On behalf of the Politburo, Politburo member and Standing member of the Secretariat Tran Cam Tu has just signed Regulation No. 368-QD/TW dated September 8, 2025 on the list of positions, groups of titles, and leadership positions of the political system.
Regulation No. 368-QD/TW stipulates the scope, subjects, purposes, requirements, viewpoints, principles and contents of promulgating the list of title positions, groups of titles, and leadership positions of the political system.
Regulation No. 368-QD/TW clearly states the leadership positions and titles under the management of the Secretariat, including 3 levels.
Level 1 includes:
Deputy heads of Party committees and agencies at the Central level (not members of the Party Central Committee).
Deputy Director of the Ho Chi Minh National Academy of Politics.
Deputy Chief Justice of the Supreme People's Court, Deputy Director of the Supreme People's Procuracy, Deputy Director of the Office of the President.
Member of the Central Inspection Committee.
Vice Chairman of the Ethnic Council, Deputy Chairman of the National Assembly Committees, Deputy Head of the National Assembly Office, Deputy State Auditor General.
Deputy Ministers and deputy heads of ministerial-level agencies.
Deputy Editor-in-Chief of Nhan Dan Newspaper, Deputy Editor-in-Chief of Communist Magazine.
Vice Chairman of the Central Committee of the Vietnam Fatherland Front.
Deputy heads of central socio-political organizations (Vietnam General Confederation of Labor, Vietnam Women's Union, Vietnam Farmers' Association, Vietnam Veterans' Association).
Deputy Secretary of the Provincial and Municipal Party Committees; Chairman of the People's Council, Chairman of the Provincial and Municipal People's Committees.
full-time deputy secretaries of 4 Party committees directly under the Central Government (Central Party agencies; Government; National Assembly; Fatherland Front, Central organizations).
Chairmen of mass organizations assigned by the Party and the State at the Central level include: Vietnam Federation of Commerce and Industry, Vietnam Union of Science and Technology Associations, Vietnam Union of Literature and Arts Associations, Vietnam Union of Friendship Organizations, Vietnam Cooperative Union, Vietnam Journalists Association, Vietnam Writers Association, Vietnam Red Cross Society, Vietnam Lawyers Association, Vietnam Bar Association, Vietnam Association of Elderly Persons.
Director - Editor-in-Chief of the National Political Publishing House Truth.
Director of Hanoi National University, Director of Ho Chi Minh City National University.
Assisting key leaders of the Party and State.
Vice Chairman of the Central Theoretical Council.
Level 2 includes:
Head of the National Assembly delegation of provinces and cities.
Judge of the Supreme People's Court, Prosecutor of the Supreme People's Procuracy.

Level 3 includes:
Assist comrades: Chairman of the Central Committee of the Vietnam Fatherland Front; heads of central departments and agencies; Director of the Ho Chi Minh National Academy of Politics; Vice President, Deputy Prime Minister, Vice Chairman of the National Assembly; Chief Justice of the Supreme People's Court; Director of the Supreme People's Procuracy (not a Politburo member, member of the Secretariat).
