    The current regulations on the election and selection of non-professional cadres at the commune level are based on Decree 33.

    The election and selection of non-professional cadres at the commune level is regulated in Clause 3, Article 36 of Decree 33/2023/ND-CP, specifically as follows:

    (a) Election positions are implemented according to the provisions of the organizational charter of which the non-professional worker at the commune level is a member, relevant legal provisions and regulations of competent management agencies.

    (b) Not-professional workers at the commune level other than those specified in Point a of this Clause shall be selected through the selection process.

    In particular, the position of assistant to the Commander of the Commune-level Military Command shall comply with the provisions of specialized military law.
