Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu chaired the meeting. Also attending were representatives of the Vietnam General Confederation of Labor Committees, representatives of the Propaganda and Mass Mobilization Committee of the Hai Phong City Party Committee, leaders and committees of the City Labor Federation, and officials of the grassroots trade unions of enterprises with a large number of workers and laborers.

After the merger, there are 2,967 grassroots unions with 621,365 employees and 595,458 union members in 114 communes, wards, special zones and industrial parks. In general, the labor force in enterprises is young workers, quickly accessing and mastering modern science and technology and market mechanisms, consciously striving to contribute their strength and intelligence to the cause of building an increasingly beautiful and civilized city.
Most workers are aware of their position and role in the cause of innovation, industrialization and modernization of the city and the country, believe in the leadership of the Party and the management of the State, always play a core role in the alliance of workers, farmers, intellectuals and the great national unity bloc, contributing significantly to the socio-economic development, maintaining social order and safety in the city.

However, the political will of workers is not uniform, the understanding of the law of a part of workers is still limited, easily affected by the crowd mentality, for local workers there is still a village culture.
The cultural and spiritual life of workers has not been properly cared for because extra working hours are spent on overtime and overtime to increase income; Labor relations in many enterprises, especially in private enterprises and enterprises with foreign investment capital, still have many potential complications.
The situation of enterprises late in paying social insurance, owing wages, violating laws on environment, fire prevention and fighting, and occupational safety and hygiene still occurs, causing risks to the safety of workers' lives and health and arising complicated incidents related to labor disputes and worker security.
The city's workers hope for stable jobs and enough income to cover increasingly high living expenses. Along with that, they hope to access quality social housing or accommodation at suitable prices; a safe working environment, receive training to improve their skills to develop themselves and have the opportunity to advance their work.
Regarding propaganda and education on ideological and legal politics for workers, in the period of 2018-2025, trade unions at all levels will diversify forms, increase the application of information technology in propaganda and education on ideological and legal politics for workers, and promote through the trade union communication system such as the electronic information page, the grassroots trade union activity newsletter, Zalo social network, Facebook, YouTube... contributing to helping the Party Committee, government, and trade union organization to resolve problems right at the grassroots level, reduce the situation of petitions exceeding the level, complaints against many people...
At the meeting, delegates also discussed and clarified a number of good models and methods in propagating and mobilizing workers in the new situation such as the Huong Cong App - Hai Phong Trade Union, the model of a safe civilized boarding house... At the same time, they discussed difficulties, proposed specific policies and mechanisms on time and funding for propaganda activities, ideological education for workers...
Speaking at the meeting, Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu acknowledged the specific and highly practical contributions of the delegates at the meeting. At the same time, he highly appreciated Hai Phong's good models in propagating, mobilizing, and disseminating legal policies to workers, which need to continue to be maintained and researched nationwide.
The Vice President of the Vietnam General Confederation of Labor said that after the working session, the survey team will synthesize opinions to develop the content of the project of the Vietnam General Confederation of Labor to ensure meeting the needs of workers in the new situation.
The leaders of the Vietnam General Confederation of Labor also suggested that the city's trade unions at all levels continue to innovate methods of propaganda to workers, must grasp and evaluate which forms and content workers want to access information in order to build appropriate propaganda programs, so that the propaganda work can be most effective.
