On July 16 in Da Nang , the Vietnam General Confederation of Labor held a conference to evaluate the results of the establishment and operation of employee consultation and support centers nationwide.
According to Member of the Party Central Committee, Chairman of the Vietnam General Confederation of Labor Nguyen Dinh Khang, the Labor Consulting and Support Center is a highly expected model with functions and tasks to help the Executive Committee and the Board of Directors. The Standing Committee of the Labor Confederation of provinces and cities provides free legal advice and legal support to union members and workers.
At the same time, support grassroots trade unions to conduct dialogue, negotiate, sign collective labor agreements, develop union members and establish grassroots trade unions; Implement welfare programs and provide services to union members and workers; Providing support services to the direct superior union at the grassroots level. Previously, the Vietnam General Confederation of Labor also agreed to allow 15 localities to establish it.
However, according to Mr. Tong Van Bang - Head of the Organizing Committee of the Vietnam General Confederation of Labor, up to this point, the whole country has only had 3 employee consulting and support centers established and in operation. including: Center for legal consultation and support for Hanoi Trade Union workers; Legal consulting and support center for workers of Hai Phong City Labor Federation and Center for consulting and supporting workers of Bac Giang province's trade union.
Localities must show determination
At the Conference, there were 14 representatives of localities that have and have not yet established a Center for Consulting and Supporting Workers, sharing favorable experiences, stating difficulties in the process of operation, establishment as well as proposed many solutions and recommendations for the Vietnam General Confederation of Labor to join in solving the problem.
The 14 opinions focused on raising difficulties in key issue groups including: Payroll, financial autonomy, revenue sources, facilities, human resources, mechanisms to attract and retain good people, Price of service activities...
Speaking at the conference, Member of the Party Central Committee, Chairman of the Vietnam General Confederation of Labor Nguyen Dinh Khang once again thoroughly grasped with localities the basic principles when establishing the Consulting and Support Center. workers.
The basic duty function is consulting. Other functions are “supportive” in the open direction. Financial mechanisms as well as payroll are autonomous.
Local Labor Federations must have a clear and specific mechanism for assigning tasks to the Centers. Unit prices are implemented according to local decentralization. And finally, we must choose good people and not "push" officials who cannot do their jobs to the Centers.
Chairman of the Vietnam General Confederation of Labor Nguyen Dinh Khang praised the three localities of Hanoi, Hai Phong, and Bac Giang for getting involved early and drastically implementing the policy of establishing consultation and support centers for workers.
"I think these 3 localities, with 3 different operating models, are currently enough to serve as experience and lessons for the rest of the country," said Chairman Nguyen Dinh Khang.
Chairman Nguyen Dinh Khang requested the remaining localities to show high determination and great efforts, and at the same time have specific projects and solutions to submit to the Standing Committee of the Vietnam General Confederation of Labor for consideration according to the motto: remove that.
“We also have to frankly acknowledge and answer the question: Why does the same operating mechanism work, but currently there are 3 localities doing it with 3 different models, while other localities are still doing it? Otherwise, it can't or hasn't been done yet for countless reasons? - Chairman Nguyen Dinh Khang said.
