Contributing opinions to the Draft Report of the Executive Committee of the 13th Vietnam General Confederation of Labor at the 14th Congress of the Vietnam Trade Union, term 2026-2031, Ms. Le Tu Oanh - Chairwoman of the grassroots Trade Union (CĐCS) of ABLE Vietnam Garment Co., Ltd. (Phu Tai Industrial Park, Quy Nhon Bac Ward, Gia Lai) - proposed many solutions to improve the effectiveness of CĐCS activities.
According to Ms. Oanh, in the past time, the Trade Union organization has well promoted its role of representing, caring for and protecting the legitimate and lawful rights and interests of union members and workers (ĐV, NLĐ).
Specifically at ABLE Vietnam Garment Co., Ltd., the grassroots trade union has negotiated and signed collective labor agreements with many clauses that are more beneficial to employees; supervised the implementation of regimes on salaries, bonuses, social insurance and occupational safety and health. Thanks to that, the unit did not have labor disputes.
The grassroots trade union has organized many practical care activities such as training in occupational safety and health, health checks for all workers during Workers' Month; organizing "Trade Union Meals"; implementing hazardous and heavy-duty allowances in kind in addition to meals.
In addition, the Trade Union also gives gifts to union members and employees on the occasion of the 2026 Lunar New Year; organizes team building, collective lunches for employees; organizes sightseeing and tourism for employees who have been attached to the enterprise for many years.
After the impact of storm No. 13 (occurring in November 2025) and post-storm circulation, grassroots trade unions have supported union members and workers who were damaged; visited and supported cases in difficult circumstances...
However, according to Ms. Oanh, Trade Union activities at the grassroots level still face many difficulties and challenges. The team of Trade Union officials is mainly part-time, so the time spent on Trade Union work is still limited, making it difficult to fully follow the directions of the upper-level Trade Union.
The development of new union members has not achieved the target due to the decrease in the number of employees entering the company. Meanwhile, most union members and employees are female, of childbearing age and raising young children, so the organization of overtime activities is still limited.
To improve the effectiveness of Trade Union activities in the new period, Ms. Oanh suggested that in the Draft Report, more attention should be paid to improving capacity for grassroots trade union officials, especially dialogue skills, legal knowledge and the ability to protect workers' rights.
The draft also needs to emphasize the requirement to innovate the content and methods of Trade Union activities in a direction close to the actual needs of workers; strengthen contact and listening to promptly grasp the thoughts and aspirations of workers.
In addition, it is necessary to focus on building a regular dialogue mechanism between grassroots trade unions and employers, in order to promptly resolve issues related to the legitimate and lawful rights and interests of employees at the workplace.
