On August 5, information from Quang Tri Provincial Social Insurance (BHXH) said that by the end of June 2026, the total amount of social insurance collected in the area reached more than 2,924 billion VND, equivalent to 47.4% of the plan assigned by Vietnam Social Security.
Meanwhile, the amount of late payment of social insurance, health insurance, and unemployment insurance in the area is still significant, with a total amount of more than 149 billion VND.
Through reviewing the implementation of insurance obligations at employers, the social insurance agency recorded hundreds of businesses and units still late in paying. Besides new cases arising in a short time, some businesses let this situation last for many years.
Notably, Cosevco 1 Materials and Construction Production Joint Stock Corporation (Ba Don ward), is delaying and evading social insurance, health insurance, and unemployment insurance payments of more than 23.5 billion VND, with a duration of up to 137 months. Of this, late payment of social insurance is more than 6.3 billion VND, and late payment interest is more than 17.2 billion VND.
Talking to a reporter of Lao Dong Newspaper, the leader of the Quang Tri Provincial Labor Federation said that Cosevco 1 still has some units and branches operating, but the scale is no longer as before. The enterprise's social insurance debt has existed for a long time and the handling is facing many difficulties.
Previously, workers had repeatedly filed petitions related to social insurance benefits. Functional agencies have also coordinated to work and find solutions for each specific case.
Businesses have paid money to prioritize resolving for those who are eligible for retirement or closing books for people transferred to other jobs. Some cases have been resolved, but there are still many obstacles" - said the leader of the Quang Tri Provincial Labor Federation.
Employees whose rights are affected related to this enterprise live in many localities such as Ba Don, Tuyen Hoa, Minh Hoa. Many cases have now moved to other workplaces but have not completed the finalization of social insurance books because the time of participation at the enterprise is still entangled with late payments.
Investigations show that businesses have been gradually paying part of their obligations in the past, but the amount of late payment is large, while interest continues to arise, making the handling unable to be finalized.
Not only Cosevco 1, some units related to the Cosevco system are also having large amounts of late payments, such as COSEVCO 11 Cement Factory Branch more than 13.2 billion VND; Cosevco Fibrocement Roofing Sheet Factory more than 7.9 billion VND; Cosevco 12 Construction Material Production Enterprise Branch more than 6.8 billion VND.
The fact that businesses delay paying insurance for a long time not only increases the amount to be paid but also directly affects employees. When the social insurance participation process is not fully recorded, employees may encounter difficulties and delays when resolving sickness, maternity, unemployment, retirement benefits or confirming the insurance participation process when moving places of work.
To limit the above situation, Quang Tri Provincial Social Insurance is strengthening the urging of units to fully fulfill their insurance contribution responsibilities; and at the same time transferring information about cases of late payment and evasion of payment to state management agencies, inspectorates and related units to coordinate in considering and handling according to their authority.
