The worry of being late paid by businesses, evading social insurance (SI), affecting sickness, maternity, pension and unemployment insurance regimes continues to be an issue of concern to many workers and laborers in Lam Dong.
This is also the content that received the most opinions at the dialogue between provincial leaders and trade union officials, union members and workers in 2026, which took place on the morning of July 28, on the occasion of the 97th anniversary of the founding of the Vietnam General Confederation of Labour (July 28, 1929 - July 28, 2026).
According to the Lam Dong Provincial Labor Federation, the whole province currently has more than 95,000 union members operating in over 1,000 grassroots trade unions. Over the past time, trade union levels have promoted care and protection of the legitimate rights and interests of workers. However, many issues related to income, social housing, wages and especially social insurance still need to be addressed.
Speaking at the dialogue, Mr. Bui Huy Thanh - Head of the Propaganda and Mass Mobilization Committee of Lam Dong Provincial Party Committee - said that the lives of a part of workers are still difficult. Income has not kept up with living expenses, and the demand for social housing is still very large. Notably, the situation of businesses delaying and owing social insurance has directly affected the legitimate rights of workers. According to Mr. Thanh, what workers want is not only to be listened to but also to have substantive changes after the dialogue.
Many union members and trade union officials proposed that the province have strong solutions to definitively handle the situation of late payment and evasion of social insurance. Many opinions suggested publicizing the list of violating enterprises, applying coercive measures, not allowing production expansion for enterprises owing social insurance for a long time, and at the same time considering criminal handling of cases of intentionally evading payment according to regulations.
Representatives of the Lam Dong Provincial Social Insurance Agency said that they have implemented many solutions to urge the recovery of late payments, evasion of payments and embezzlement of social insurance, health insurance, and unemployment insurance contributions; and at the same time strengthen inspection and coordination of inspections. However, the results are still limited.
By the end of June 2026, the whole province had 3,036 units evading social insurance, health insurance, and unemployment insurance for 3 months or more, with a total amount of 181 billion VND. For units that are late in paying for 2 months or more, the social insurance agency will invite them to work and request remediation. In case businesses do not cooperate, the unit will continue to send written reminders and urging periodically every 10 days.
Notably, the provincial social insurance agency has transferred 19 dossiers to the police investigation agency for consideration and handling. At the same time, the unit proposed that the Provincial People's Committee direct the Provincial Police to strengthen coordination in proposing prosecution of acts of evading social insurance, health insurance, and unemployment insurance contributions according to the provisions of the Penal Code; direct localities to establish working groups to monitor, supervise, and urge businesses to fully fulfill their obligations to pay insurance for employees.
In addition to the social insurance issue, the dialogue also recorded many recommendations related to social housing, salaries, policies and occupational safety and health. These contents were directly answered by leaders of departments and sectors and committed to continue to study and remove obstacles to better ensure the legitimate rights and interests of workers in the province.
