Hung Yen Provincial People's Committee has just issued a plan to implement Resolution No. 403/NQ-CP dated December 10, 2025 of the Government on developing social insurance participants to 2030 in Hung Yen province.
The general objective of the plan is to develop social insurance coverage in a sustainable direction, quickly expand social insurance participants, especially the informal labor sector; ensuring the completion and exceeding of targets assigned by the Government and the Provincial People's Committee by 2030.
According to the plan, the People's Committee of Hung Yen province sets a target that by 2030, the proportion of working-age labor force participating in social insurance will reach 60% (of which voluntary social insurance participation will reach 5%); the number of participants is 91,535 people (of which voluntary social insurance participation is 106,055 people).
The plan also sets out detailed targets for each commune and ward.
The Provincial People's Committee assigns the Department of Home Affairs to preside over and coordinate with the Provincial Social Insurance and relevant units to advise the Provincial People's Committee to assign specific annual targets to each commune and ward. Based on the assigned targets, the People's Committees of communes and wards are responsible for concretizing targets to each village and residential group and assigning officials to be in charge, manage, and monitor each subject.
