382.462 employees benefit from 101 collective labor agreements
At the meeting with Vice President Vo Thi Anh Xuan, reporting to the Vice President on the process of selecting and commending outstanding and typical grassroots trade union presidents in collective dialogue and negotiation in 2026, VGCL Vice President Ngo Duy Hieu said: Implementing Resolution No. 02-NQ/TW dated June 12, 2021 of the Politburo on "Innovating the organization and operation of the Vietnam Trade Union in the new situation"; Resolution of the 13th Congress of the Vietnam Trade Union; Program No. 05/CTr-BCH dated September 6, 2024 of the Executive Committee of the VGCL on "Improving the effectiveness of collective dialogue and negotiation in the period 2023 - 2028"; VGCL has implemented many synchronous solutions, implementing targets and goals set out in collective dialogue and negotiation.

In order to promptly grasp the implementation situation of localities and units, the General Confederation has specifically assigned leaders and officials of professional departments of the General Confederation to regularly monitor, summarize, and grasp the situation, thereby promptly proposing solutions to direct and support localities and units in implementing dialogue and collective negotiation.
One of the achieved results is that so far 97.46% of grassroots trade unions of state-owned enterprises coordinate, 76% of grassroots trade unions of enterprises and non-state units with employers (NSDLĐ) organize Employee Conferences and dialogues at workplaces. 80% of enterprises and units with trade union organizations that meet the conditions according to the provisions of law are negotiated and signed collective labor agreements by trade unions; 50% of collective labor agreements reach type B or higher. The proportion of collective labor agreements covers over 85% of the total number of employees at enterprises and units with trade union organizations throughout the system...
Achieving the above results, there is a great contribution from the team of grassroots trade union officials, especially the role of grassroots trade union presidents. To promptly commend outstanding grassroots trade union presidents in the work of dialogue and collective bargaining, in 2018, the General Confederation of Labour commended and honored 70 grassroots trade union presidents. In 2026, it is the 2nd time the General Confederation of Labour has organized commendation for outstanding grassroots trade union presidents in the work of dialogue and collective bargaining with 101 individuals.
To select 101 outstanding and typical grassroots trade union presidents, the General Confederation has issued a plan from the beginning of 2026, directing 51 provincial and city labor federations, central industry trade unions, economic group trade unions, and corporations directly under the General Confederation to review and select 127 grassroots trade union presidents among types of enterprises with outstanding and outstanding achievements in dialogue and collective bargaining, bringing great material and spiritual value to union members and workers, contributing to maintaining and developing enterprises, building progressive, harmonious and stable labor relations.
In the process of organizing dialogue and collective negotiation, 101 trade union presidents were very creative, responsible, and flexible in organizing implementation and achieved many outstanding results.
The form of dialogue organization is implemented by grassroots trade union presidents in coordination with employers such as annual employee conferences, periodic weekly, monthly, quarterly and unscheduled dialogues. In 3 years (2023, 2024, 2025), 101 enterprises with commended grassroots trade union presidents all organized employee conferences and coordinated to organize 315 dialogues with more than 15,000 employees having dialogues, resolving 2,134 contents related to the rights and interests of employees such as: Salary increases, bonus increases, additional allowances, allowances, increased value of meals, improvement of working conditions in production workshops, concern for female workers, workers with disabilities.... helping parties to share information, build trust between employees and businesses, and prevent labor disputes leading to collective work stoppages.
The chairmen of grassroots trade unions proactively advise the Executive Committee of grassroots trade unions to focus on implementing collective bargaining, signing and organizing the implementation of collective labor agreements, in which, collective bargaining is of particular concern. The content of negotiation is focused on the contents that the majority of union members and workers are interested in. 100% of collective labor agreements signed have contents higher than legal regulations; 68.7% of collective labor agreements regulate salary scales, salary tables, salaries, bonuses, and allowances; 73% of collective labor agreements regulate lunch, breakfast, and trade union meals; 86% of collective labor agreements agree to shorten working hours, increase rest time during working hours, add paid and unpaid leave days. Through the signing and implementation of collective labor agreements, 101 collective labor agreements have brought benefits to 382,462 employees with a total profit of more than 6,195 billion VND/year, on average, each employee benefits more than 16.2 million VND/person.
Proposals and recommendations for workers
As one of the grassroots trade union presidents speaking at the meeting with the Vice President, Ms. Pham Thi Bich Hai - Chairwoman of the Trade Union of TOTO Vietnam Co., Ltd. reported on the implementation of her mission and responsibility to employees.
Accordingly, in order to successfully negotiate and include the negotiated contents in the Collective Labor Agreement, Ms. Hai and members of the Company's Trade Union Executive Committee deeply listened to opinions, thoughts, aspirations and concerns of employees. Monitoring the diễn biến of market prices, and at the same time firmly grasping the revenue, profit, and order situation of the enterprise. All contents must be digitized into a database to be released and convincing during the dialogue and negotiation process. Therefore, the 2025 Collective Labor Agreement signed has clauses that bring benefits to employees, typically increasing 4 days of leave in the year, although previously, each employee had more than 3 days of leave compared to the provisions of the law. Understanding that employees working in hot areas are very hard, the trade union proposed to install cooling equipment, and at the same time proposed to support hot allowances for employees in special working areas, with a maximum allowance of 370,000 VND/month...

On this occasion, Ms. Hai also sent some recommendations to Vice President Vo Thi Anh Xuan and leaders. That is, according to regulations, pregnant female workers are entitled to maternity leave to go for prenatal check-ups up to 5 times, each time not exceeding 2 days. To fully check pregnancy, it is hoped that it will be increased to a maximum of 9 times as directed by most doctors for 9 months of pregnancy. The General Confederation has repeatedly proposed, but relevant agencies have not paid attention to this very practical desire of female workers. Besides, workers are very eager to rent social housing, but the source of housing for rent is very small, mainly sales sources, while workers can hardly accumulate to buy houses. We respectfully hope the Government will pay attention to directing to have more social housing for workers to rent. Localities pay attention to ensuring traffic safety for workers going to work; resolutely fight against counterfeit goods and dirty food so that workers are assured.
Trade unions are indispensable companions
At the meeting, Vice President Vo Thi Anh Xuan paid attention to and learned about the work and life of grassroots trade union presidents of FDI enterprises as well as the developments of a negotiation session.
On this occasion, the Vice President highly appreciated the role of the Vietnam Trade Union organization. Recalling the history and tradition of the Vietnam Trade Union organization, the Vice President affirmed that under the leadership of the Party, the Trade Union organization is increasingly strong, especially when 80% of state-owned enterprises have Trade Union organizations, thereby contributing to improving the lives and position of workers in labor relations. The Vice President also highly appreciated the Trade Union organization's arrangement of the apparatus and early operation into order.


On this occasion, the Vice President emphasized the importance of 2026 - a very important new step with many opportunities as well as challenges, setting requirements for the Trade Union organization and workers to promptly grasp to improve the quality of the workforce by improving labor productivity. According to the Vice President, more than anyone else, at this time, the Trade Union organization understands its role, position, and responsibility in innovating operating methods, pioneering and inspiring workers in performing its mission, and at the same time having timely adaptation. Through this, business owners consider the Trade Union as an indispensable companion. In addition, the Trade Union organization needs to continue to research and propose to the Party and State to develop policies to develop businesses and improve the lives of workers.
Regarding the team of grassroots trade union presidents, the Vice President suggested that in the new requirement, each grassroots trade union president must think about methods and ways of operating and constantly improve knowledge and skills, including skills in dialogue and negotiation, along with grasping the business situation, understanding the legitimate rights and interests of employees to come up with timely solutions. The goal to be aimed at is to harmonize the interests between employees and business owners, between business owners and the national economy, especially both businesses, workers and localities where businesses are stationed, considering the Trade Union as an indispensable companion.
