On April 27, Khanh Hoa Provincial People's Committee announced that it had approved a plan to support small and medium-sized enterprises in consulting and human resource development.
Accordingly, in order to improve competitiveness in the context of strong digital economy development, small and medium-sized enterprises established and operating legally in the province, if they meet the criteria, will be considered for support.
The implementation ensures publicity and transparency, businesses submitting dossiers first are supported first; priority is given to businesses owned by women or employing many female workers.
A key content is to support digital transformation. The province plans to support a part of the cost of consulting on digital management solutions, production, and business models for 7 businesses, with a maximum level of up to 100 million VND for medium-sized enterprises.
At the same time, 8 other businesses are supported with costs of renting or purchasing technology solutions to automate production.
In addition, consulting activities are promoted, helping businesses access a network of consultants in the fields of finance, human resources, market, and internal management. Support levels range from 30% to 100% of the contract value, depending on the size of the business.
Regarding human resource development, the province plans to organize 7 business start-up training courses, supporting 100% of costs. Direct training courses at businesses in the field of manufacturing and processing are also being implemented, with a maximum support level of 70% of costs, or 100% for businesses owned by women.
The total cost of implementing the plan is nearly 6.97 billion VND. Of which, the State budget supports about 4.5 billion VND, the rest is counterparted by businesses. Capital is allocated to science and technology, economics and training activities.
The implementation is assigned to specialized agencies, in which the Department of Finance presides over and coordinates with the Department of Science and Technology and related units, ensuring the approval and allocation of funds to the right subjects, in accordance with regulations, avoiding losses and negativity.
The focus on supporting digital transformation and improving the quality of human resources shows a clear shift in business development policy in Khanh Hoa.
