Emulation Block No. 02 - Central Trade Unions of administrative and career sectors and armed forces include the following Trade Unions: Civil Servants, Education, Health, National Defense and Police. The total number of grassroots trade unions (CDCS) and direct superior trade unions (CTTTCS) that Emulation Block No. 02 is managing includes 1,960 grassroots trade unions and 5 CTTTCS trade unions.
In 2024, units in the Emulation Bloc will continue to innovate the content and methods of trade union activities, focusing on performing the tasks of representing, caring for, and protecting the legitimate and legal rights and interests of workers; strongly applying information technology in trade union activities; concentrating resources and directing activities to the grassroots level and paying special attention to union members, civil servants, public employees, and workers (CCVCNLD) in difficult circumstances and with low incomes...
In particular, the Vietnam Education Trade Union visited 1,577 cadres, teachers and workers (CBNGNLD) with a total amount of more than 1.2 billion VND; organized a cooperation agreement with Sen Vang Joint Stock Company and Bcons Group, in which Bcons Group has provisions to support CBNGNLD to buy social housing at preferential prices, and discount commercial apartments for CBNGNLD in the whole industry. In particular, the Vietnam Education Trade Union coordinated with the Ministry of Education and Training to mobilize over 21 billion VND to support teachers, students and schools in the provinces affected by storm No. 3 (Yagi).

In 2024, Emulation Block No. 02 also actively implemented the emulation covenant targets. Thereby, 100% of units successfully completed the assigned targets and tasks in 2024 (met the target); over 80% of cadres, civil servants and employees achieved the title of "Advanced Workers", of which 15% achieved the title of "Basic Emulation Fighter" (met the target); 100% of units in the Block strived to well and effectively organize the activities of Workers' Month, Action Month on occupational safety and hygiene and activities to celebrate the 95th anniversary of the founding of the Vietnam Trade Union (met the target)...
In 2025, Emulation Block No. 02 agreed to implement 8 key tasks. In which, trade unions at all levels continue to effectively implement the action program to implement the Resolution of the 13th Congress of the Vietnam General Confederation of Labor; resolutions of trade union congresses at all levels; pay attention to the work of participating in the development of policies and laws related to employees at the unit; inspect and supervise the implementation of labor laws for civil servants and public employees (CCVCNLD), have timely solutions to protect the legitimate and legal rights and interests; effectively implement preferential welfare programs for union members; pay attention to supporting CCVCNLD with difficult circumstances and serious illnesses; promote legal consultancy activities at all levels of trade unions; continue to maintain and sign new cooperation agreements on the Welfare Program for union members; replicate typical advanced examples...
