Propaganda and political, ideological, and legal education for union members and workers and grasping public opinion have not kept up with reality. The development of union members and the establishment of grassroots trade unions have not met the set targets; the organizational model of the trade union apparatus and the operation of the apparatus after arrangement are still inadequate and clumsy...
From that reality, the Resolution of the 14th Vietnam Trade Union Congress sets out the goal of focusing on developing union members, perfecting organizational models, improving operational efficiency; effectively performing the role of representing, caring for, and protecting the legitimate and lawful rights and interests of union members and workers; promoting the implementation of democracy at the workplace; propagating and mobilizing workers to innovate and create, pioneer in applying science and technology, building new production forces, improving labor productivity, contributing to building a peaceful, independent, democratic, prosperous, civilized, and happy country.
