The Ministry of Justice has just issued a Report summarizing the implementation of Decree No. 104/2025/ND-CP of the Government detailing a number of articles and measures to implement the Law on Notarization.
Reporting information over the past time, the Ministry of Justice has deployed the Software for Management of Notary Information (CCV) and Notary Practice Organizations (TCHNCC).
Management information on CCVs includes the list of CCVs, probationary periods, appointments, professional practice registration and card issuance, termination of professional practice registration and revocation of CCV cards, handling violations for CCVs; for TCHNCCs, information fields include such as the list of TCHNCCs, establishment of Notary Offices, registration of notary office operations.
On the local side, for provinces that are not merged (Hanoi City, Hue City, Lai Chau, Dien Bien, Son La, Lang Son, Quang Ninh, Thanh Hoa, Nghe An and Cao Bang) that already have CSDLCC but need to adjust and supplement administrative list data of 2 new levels; Ha Tinh alone has no CSDLCC to date.
For provinces that do not yet have CSDLCC such as Thai Binh, Kon Tum, Ninh Binh and Gia Lai merged with provinces that already have CSDLCC: these provinces are studying and deploying the use of CSDLCC software of the province that is available for the new province after the merger.
For the rest, most provinces after the merger have many different CSDLCCs, and must use many CSDLCCs in parallel to look up and move towards selection and conversion.
For example: Ho Chi Minh City after the merger is having to use 3 software programs of 3 different providers in parallel.
From the above situation, it shows that currently the whole country does not have a unified common CSDLCC, and there is no software to manage CSDLCC nationwide. The summary report also shows that currently, the Ministry of Justice is implementing the construction of CSDLCC.
This agency has also just publicly disclosed documents appraising the draft Decree amending and supplementing a number of articles of Decree No. 104/2025/ND-CP of the Government detailing a number of articles and measures to implement the Law on Notarization. In which, a number of regulations on CSDLCC are proposed for amendment.
