According to Thanh Hoa Provincial Police, Pu Nhi commune is a border highland area in western Thanh Hoa province, with a border line of more than 15 km adjacent to Vieng Xay district, Hua Phan province (Laos). On an area of about 65km2, the whole commune has 1,259 households with 6,005 people, of which Mong ethnic people account for about 76%. This area has 2 trails, 3 border markers, posing a potential risk of being exploited by subjects to organize illegal entry and exit activities (XNCTP) and other illegal acts.

Reality shows that illegal entry and exit is not only an act of violating the law but also pushes people into many risks. Many cases after illegal exit have to work in harsh environments, being exploited for labor, not being protected in their rights, even being detained, forced to work or falling into human trafficking rings. Many people are arrested, deported back to their country, carrying a burden of debt and psychological instability for their families.
The consequences are not only limited to economic damage but also affect security and order and the image of the locality. Some people have had to trade off their assets, health, and even lives in a foreign land without legal protection.
Faced with the above situation, Pu Nhi Commune Police determined that preventing XNCTP is not only a professional task but also a solution to protect people from the root. The unit has proactively advised the Party Committee and government to establish a Steering Committee headed by the Chairman of the Commune People's Committee; and at the same time established a standing working group headed by the Commune Police Chief.
Along with that, the Police force strengthens propaganda and dissemination of laws on legal labor export; warns people to raise their vigilance, only participate in labor programs abroad through licensed enterprises, avoiding the risk of "losing money and getting sick". In parallel, the locality also focuses on creating jobs and supporting sustainable livelihoods so that people can feel secure in developing the local economy.
Reality has recorded positive changes from this approach. The case of Mr. Ho Van Ph. (residing in Ca Top village) is a typical example. After many years of illegal labor in Laos, he returned empty-handed, with a collapsed spirit. The commune police have advised the government to support completing residence procedures, and at the same time create conditions for him to stabilize his life. Currently, Mr. Ph. has become an active person in propagating and mobilizing people not to illegally exit the country.
Another case is Ms. Thao Thi Ch. (residing in Com village). When she intended to cross the border to China to marry, she was persistently propagated by the Commune Police force, clearly analyzing the legal risks and possible consequences. After that, she was instructed to make a passport and carry out legal exit procedures. Currently, she is having a stable life in Yunnan province (China) and regularly keeps in touch with her family.
Lieutenant Colonel Ha Van Ban - Head of Pu Nhi Commune Police said that during the peak period of fighting against illegal entry and exit, the unit reviewed and made a list of 40 cases of legal labor abroad; and at the same time identified 6 cases of illegal residence in other countries to propagate and mobilize families to call for return.
In addition, the commune police promptly prevented 2 cases of intention to illegally cross the border; and fined 1 case of foreigners illegally entering the border with a fine of 1.25 million VND.
With a synchronous approach, putting people at the center, Pu Nhi commune is gradually effectively controlling the situation of illegal entry and exit, contributing to maintaining border security and stabilizing the lives of people in mountainous areas.
