At the ceremony, Colonel Nguyen Tuan Duong - Deputy Director of the Department of Organization and Personnel (Ministry of Public Security) - announced the decision of the Minister of Public Security to establish the Institute of Cardiology - Hospital 19-8.
Colonel Nguyen Thai Hung - Deputy Director of Hospital 19-8 announced the decision to appoint the Director of the Institute of Cardiology, Hospital 19-8 for Prof. Dr. Pham Manh Hung, Head of Cardiology Department - Hanoi Medical University.
Speaking at the ceremony, Deputy Minister of Public Security Dang Hong Duc congratulated Hospital 19-8; congratulated the Institute of Cardiology and congratulated Prof. Dr. Pham Manh Hung - the new Director of the Institute of Cardiology, Hospital 19-8.
This is a decision of particularly important significance, showing the deep concern of the Central Public Security Party Committee and leaders of the Ministry of Public Security for the development of 19-8 Hospital in general and the field of cardiology in particular; showing the strong innovative thinking of the leaders of the Ministry of Public Security in the development of CAND health; and at the same time, it is a milestone affirming a new step in the roadmap for building 19-8 Hospital in a specialized and modern direction.
The appointment of Prof. Dr. Pham Manh Hung as Director of the Institute of Cardiology not only shows recognition for the prestige, professional capacity and management experience of a leading scientist, but also affirms the determination of the leaders of the Ministry of Public Security in building the Institute of Cardiology - Hospital 19-8 into a specialized, modern, and effective unit in the health system of the People's Public Security Forces.
In order for the Institute of Cardiology - Hospital 19-8 to develop strongly in the coming time, Deputy Minister Dang Hong Duc assigned the task to the Director of the hospital, the Standing Committee of the Hospital Party Committee and the Director of the Institute of Cardiology to strive to build this place into the leading Institute of Cardiology of Vietnam; strive to build a modern and developed Institute of Cardiology on par with countries in the region and the world.
Regarding the operating mechanism of the Institute of Cardiology, as well as policies for officers and soldiers, recruitment of talents, procurement of equipment, if there are any problems beyond their authority to resolve, hospital leaders should report to the leaders of the Ministry of Public Security for resolution.

Assigning tasks to the Hospital Director, Deputy Minister Dang Hong Duc requested that the Hospital should research and have mechanisms to attract talent, attract good doctors, nurses, and cardiology experts to work at the Institute of Cardiology. "If it exceeds authority, the hospital should report to the Ministry's leaders for timely resolution" - Deputy Minister Dang Hong Duc emphasized.
