On November 6, a working group of the Ministry of National Defense led by Major General Hoang Huu Chien, Deputy Commander, Chief of Staff of the Vietnam Border Guard, Member of the Ministry of National Defense Steering Committee on the prevention of illegal, unreported and unregulated (IUU) fishing inspected the peak implementation of the IUU fishing against the An Giang Provincial Border Guard Command.
At the meeting, the working group inspected the system of books, registration records, statistics, and reports of the Kenh Dai Border Control Station; management, exploitation, and use of Viettel's "Fishing Vessel Management and Control" software; VMS monitoring software of the Department of Fisheries and Fisheries Control; practice procedures for importing and exporting and controlling fishing vessels on the software system. The delegation also inspected the results of handling IUU violations.
The unit's report shows that in recent times, the An Giang Border Guard has regularly promoted propaganda and dissemination of laws on fisheries and combating IUU fishing in many diverse forms such as: centralized and individual propaganda, through patrolling, controlling, distributing leaflets, posters, posters, and through the media.

From the beginning of 2024 to October 31, 2025, border control stations have completed procedures for more than 16,000 ships departing and entering the wharf, 15,000 ships entering the wharf; refused to depart from the wharf for 69 ships due to lack of documents and equipment according to regulations; recorded 474 ships that lost VMS connection. The unit currently manages 19 "3 no" fishing vessels, coordinating with localities to encourage ship owners to complete registration and inspection documents and commit to strictly comply with legal regulations.
The affiliated units have deployed a peak period of propaganda, patrolling, inspecting, and controlling the fight against IUU fishing. Of which, 3 concentrated propaganda sessions were organized with the participation of more than 440 fishermen; 40 small propaganda sessions to 235 fishermen, distributed 400 leaflets, posted 195 leaflets, presented 30 photos of Uncle Ho and 75 national flags.
In patrol and control work, the unit mobilized 38 turns/216 turns of officers and soldiers to participate; Checked 62 vehicles/224 fishermen, warned 7 vehicles for minor violations. At the same time, coordinate with the fisheries force, fisheries surveillance, police and commune teams to organize 8 interdisciplinary patrols in the assigned management waters.
Currently, border control stations under the An Giang Border Guard are synchronously operating 3 software systems for managing and monitoring fishing vessels, including: the Border Guard's fishing vessel management software; VMS journey monitoring software; and aquatic product traceability software of the General Department of Fisheries. The unit regularly organizes training and professional development for staff directly performing tasks to improve the management, control and effective exploitation of these systems.
After listening to the report and inspecting the situation, the Ministry of National Defense's working group highly appreciated the proactive spirit, responsibility and achievements of the An Giang Provincial Border Guard in the work of preventing and combating IUU fishing. At the same time, he requested the unit to continue to promote and closely coordinate with local forces and authorities, resolutely prevent and strictly handle violations, contributing to the entire army and people to soon remove the "yellow card" of the European Commission (EC).
