On July 8, Quang Tri Provincial People's Committee confirmed that it is directing departments, branches and localities to implement Resolution No. 22/2025/NQ-HĐND of the Provincial People's Council. This Resolution specifically stipulates land support policies for ethnic minorities who do not have community living land, as well as individuals belonging to poor households and near-poor households in communes, villages, and hamlets that are particularly difficult in ethnic minority and mountainous areas.
The core objective of the policy is to stabilize and improve the material and spiritual lives of people, sustainably reduce poverty and narrow the development gap between regions.
Quang Tri province sets a target that by 2030, it will solve 100% of the needs for community living land and residential land, basically resolve production land and complete the issuance of land use right certificates for poor and near-poor ethnic minority households in the area.
According to regulations, ethnic minorities who do not have community living land will be allocated an area of 300 to a maximum of 1,500 m2, ensuring compliance with customs, habits, beliefs and actual conditions of each locality.
For individuals who are ethnic minorities belonging to poor and near-poor households who do not have residential land or production land, residential land will be allocated within the limit and exempt from land use fees. In case of changing land use purposes to residential land within the limit, land use fees are also exempted.
In addition, people are allocated agricultural land within the limit without collecting land use fees, or are allowed to lease non-agricultural land for production and business and are exempt from land rent.
In cases where land has been allocated but now there is no land or a shortage of land (below 50% of the agricultural land limit), the locality will continue to allocate additional residential land, agricultural land within the limit or support free non-agricultural land lease to ensure livelihoods.
Funds for policy implementation are mobilized from the capital of the National Target Program for socio-economic development of ethnic minority and mountainous areas, local budgets and other legal capital sources.
Quang Tri Provincial People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with the Department of Ethnic Minorities and Religions, the Department of Finance and localities to develop annual plans and cost estimates for timely and targeted policy implementation.
