Dien Bien requests localities to protect flood drainage corridors, strictly handle violations, proactively minimize risks, and ensure safety during the rainy and storm season.

Faced with complicated weather developments, the Department of Agriculture and Environment of Dien Bien province requested localities to urgently implement measures to protect flood drainage corridors in river basins, ensuring drainage capacity and safety for people, according to the Dien Bien Provincial e-Portal.

On July 7, the Department of Agriculture and Environment of Dien Bien province - the standing agency for disaster prevention and control of the Provincial Civil Defense Command - requested the People's Committees of communes and wards in the province to arrange forces to review and assess the current situation, strengthen inspection to proactively respond to natural disasters and minimize damage.

Localities need to promptly detect and strictly handle violations such as construction, leveling, encroachment on riverbeds, riverbanks, streams and flood drainage corridors. At the same time, strictly manage the exploitation of riverbed and stream resources and activities that risk narrowing the flow, affecting flood drainage capacity; ensure management and use in compliance with planning and legal regulations.

The Department also requested to proactively build and implement solutions to clear space and flood drainage corridors in river basins, riverbeds, and streams to maximize drainage capacity.

In addition, localities need to integrate the criteria for protecting flood drainage corridors into the process of formulating and adjusting planning, socio-economic development plans, construction planning, urban planning, transportation, irrigation and related fields. Planning must ensure that it does not increase natural disaster risks, especially in areas affecting the dyke system against landslides and concentrated residential areas.

Along with management solutions, the Department proposes to promote propaganda and dissemination of laws to raise awareness of organizations and individuals about the role of flood drainage corridors, as well as the responsibility to protect riverbeds, riverbanks, streams and flood storage spaces.
