Dien Bien accelerates the implementation of Program 1719 in the new phase

Deputy Minister of Ethnic Minorities and Religious Affairs Y Vinh Tor requested Dien Bien to accelerate disbursement and remove difficulties to complete the targets of Program 1719.

On the morning of July 29, in Dien Bien, Mr. Y Vinh Tor, Deputy Minister of Ethnic Minorities and Religions, worked with provincial leaders on the results of implementing Program 1719 for the period 2021-2025 and deploying Component 2 of the National Target Program for the period 2026-2030, according to Dien Bien Provincial e-Portal.

Receiving and working with the delegation were Mr. Nguyen Minh Phu, Provincial Party Committee Member, Vice Chairman of Dien Bien Provincial People's Committee and leaders of a number of departments, branches, and related units.

According to the province's report, by June 30, 2026, Dien Bien had completed 15/30 targets of Program 1719. Notably, the poverty reduction rate in ethnic minority areas reached an average of 5.4%/year; 90% of villages have roads for cars to be solidified; 94.6% of people use hygienic domestic water; 98% of ethnic minorities participate in health insurance... The province also supports distributed domestic water for 29,756 households, exceeding the set target.

To date, the province still has 14 targets not completed, mainly related to infrastructure, reducing the number of communes and villages in particularly difficult circumstances, and policies on residential land, production land, housing, career change, centralized domestic water, and population stabilization.

Dien Bien province proposed that the Central Government continue to pay attention to allocating capital sources suitable to actual needs; study and promulgate specific mechanisms and policies for mountainous and border provinces; soon issue guidelines for implementing new targets of the Program for the 2026 - 2030 period; soon complete the consolidated National Target Program and guiding documents so that localities have a basis for unified and synchronous implementation; and soon issue detailed guidelines on the regular budget of the Program for localities to implement.

At the working session, delegates exchanged views on disbursement progress, capital allocation, production development support and strengthening business linkages in coffee and macadamia processing to create sustainable livelihoods for people.

Speaking in conclusion, Deputy Minister Y Vinh Tor acknowledged the efforts of Dien Bien province in implementing Program 1719 and Component 2, especially proactively adapting to the new organizational model and promoting capital disbursement.

The Deputy Minister requested the province to continue to develop specific plans, accelerate disbursement of transitional capital, consolidate the Provincial Steering Committee under the direction of the Government, review projects under Component 2 and focus on removing difficulties, and have specific solutions to complete the targets that have not been achieved, especially the 14 targets that have not been achieved of Program 1719.
