According to the Ha Tinh Provincial e-Portal, from July 7, 2026, Resolution No. 14/2026/NQ-HDND of the Ha Tinh Provincial People's Council officially takes effect, stipulating new regulations on criteria for establishing and the number of members of the Self-Defense Team in the entire province.
According to the resolution passed by the 19th Ha Tinh Provincial People's Council, 5th Session on June 26, 2026, each village and residential group will establish a Self-Defense Team to strengthen fire prevention, fighting and rescue forces at the grassroots level.
The number of members of each Civil Defense Team is determined according to the population size. For villages and residential groups with less than 700 households, each team consists of 7 members. Areas with 700 households or more will establish Civil Defense Teams with 9 members to meet the requirements of ensuring safety in densely populated areas.
The Resolution applies to the People's Committees of communes and wards; Civil defense teams in villages and residential groups, and organizations and individuals related to fire prevention and fighting and rescue activities in the province.
Regarding the organization of implementation, the Provincial People's Council assigned the Ha Tinh Provincial People's Committee to implement the resolution. The Standing Committee of the Provincial People's Council, the committees of the People's Council, delegation groups and delegates of the Provincial People's Council are responsible for supervising the implementation, ensuring that the fire prevention and fighting network from the grassroots level is consolidated in accordance with regulations.
The Resolution also stipulates that in case the legal documents cited are amended, supplemented or replaced, the application will be carried out according to the corresponding new regulations.
